The EU is definitely taking steps to reduce greenhouse gas emissions and I am sure that the EU states at Gleneagles will argue for a strong post-Kyoto regime as a way forward on the issue. We all want the US to sign up to such a regime. However, I suspect that the choice will be between a coalition of the willing, excluding the US, signing a strong agreement to tackle climate change, and an agreement watered down so far—so that the US can sign up to it—that it is almost meaningless. Which would she prefer?

Norman Baker: To ask the Secretary of State for Environment, Food and Rural Affairs where the UK ranks in the Environmental Sustainability Index; and what the rankings are of other EU countries. [208224] Mr. Morley: The UK ranks 91st in the current 2002 Environmental Sustainability Index. The ranks for other EU countries are shown in the following table. We understand that an updated Index is to be published by the end of February. The UK and other countries believe this index is flawed and potentially misleading. It is an aggregated indicator that aims to weigh together many components into a single overall measure of "environmental sustainability", an approach that as yet is not scientifically robust. The choice of the components, and the way in which they are weighted together is largely subjective. A different choice of components or weights would give different results--amply illustrated by the fact that the previous edition of this index, based on a different selection of components, placed the UK 16th. Furthermore, there are still many areas where data are not sufficiently comparable between countries, or are simply not available and have been imputed. It should also be noted that the variables in this index tend to measure circumstances at a single point in time rather than trends or changes, therefore to the extent the index measures anything at all, it is based on the environmental situation which a country faces rather than its progress or performance in improving environmental Sustainability. 2002 Environmental sustainability index rankings by EU country _________________________________________________________________________________________________. Norman Baker: To ask the Minister of State, Department for International Development if the Secretary of State will take steps to prevent industrial fishing by EU countries from seriously depleting fish stocks off the coast of Africa. [122668] Hilary Benn: We recognise that there is a risk to the fish stocks of African coastal states and that the activities of European fishing vessels, supported by EC negotiated access agreements, could be contributing to this. We acknowledge that this is a very serious issue because very many poor people in these countries depend on healthy fish stocks to provide sources of livelihood, income and nutrition. However, the sale of access rights to foreign vessels also contributes substantially to the Government revenue of several African countries where there are few alternative sources of funds. We believe that the solution lies in coherent policy and effective control rather than in outright prevention. In conjunction with the Department of Environment, Food and Rural Affairs, we are actively promoting the incorporation of measures for effective social and environmental impact assessment and regular stock assessment into these agreements. DFID's contribution to the current review of the European Union's Common Fisheries Policy is directed at securing these measures. Once the Policy reflects these improvements, we will closely monitor how they are implemented. Finally, DFID funds several development programmes and initiatives aimed at increasing the capacity of developing countries in fisheries generally and in the negotiation of fisheries access agreements in particular. We are currently discussing with a number of African countries support to strengthen policy for a fairer distribution of the benefits generated from such agreements.
