This week, given what the King did yesterday in launching his charity to tackle food poverty, we need to acknowledge that this is a real issue. Many children who are entitled to free school meals have never been registered for
them or claimed them. Sheffield has had an auto-enrolment scheme for free school meals, which has meant that 6,500 children who otherwise would not be getting a meal at school now are. Will the Government encourage every local authority to auto-enrol children who are eligible but not claiming? That would be a tiny but none the less significant step in tackling food poverty.

I am very interested in the noble Baroness’s example of Sheffield because, when I have been asked about auto-enrolment previously, I noted that the constraints around it relate to data protection and the ability to share someone’s details. I would be interested to follow up with the noble Baroness later.

My Lords, I wonder if the Minister will understand this. I have visited a local school in Weardale, up in the north Pennines, where we have several schools with fewer than 50 pupils. I spent the day at that school, and the involvement of the local community in it both as governors, including the chair of governors, and as parental support is absolutely critical to children there having a whole and good experience. It happens to be an outstanding school. However, I also know from the multi-academy trusts that there is real concern that they will be asked to do things which they do not want or have the real capacity to do, because they are concentrating on schools where achievement really needs shifting. This is going to stretch the academy chains to breaking point. The Government are getting it wrong from both ends. Why will they not listen?

I fully understand the point that the noble Baroness makes. I would recommend that any small, rural school which is concerned about the issue talks to people who run multi-academy trusts to understand the substantial staff benefits that there are from working together in this way. Most people whom I talk to in multi-academy trusts say, “When I was running one school, I used to lose all my good staff. Now I can provide them with career development opportunities across the group”. These benefits are very substantial.

I agree entirely with the noble Baroness. That will be very much behind our reforms.
That this House welcomes the launch of the Bercow Review of services for children and young people with speech, language and communication needs; recognises that the Review is an attempt to support a wide range of children that require targeted and specialist support, along with the up to 50 per cent. of children in some deprived parts of the UK who start primary school with delayed language; notes that for too long children's communication has been overlooked; and urges the Government to look at the report's recommendations, particularly those that aim to improve provision in the early years, embed speech, language and communication into the national curriculum, improve joint working between local agencies through Children's Trusts, develop the skills of the entire children's workforce, give parents and families more information about where and how to get help and advice and to engage with the third sector as a key partner to deliver improved outcomes for children.
