In 2013, we funded Northern Ireland Cooperation Overseas (NICO) work with the Office of the Police Ombudsman on several priority areas. This included sharing UK best practice on complaints procedures, investigation reports and the role of prison inspection. We have built on this work, and since early 2014 we have been supporting NICO to deliver a 15 month package of support to help build the capacity of the Ombudsman's Office, increase accountability and public confidence.

The Independent Police Complaints Commission (IPCC) does not employ serving members of the police and Commissioners are prohibited by law from ever having served in the police.
The Home Office does not collect data on the numbers of former members of the police who work for the IPCC, however, the IPCC does publish data on the numbers of former members of the police who work for them in their annual reports going back to 2010. These can be found on their website at:
www.ipcc.gov.uk
The most recent data for 2011-12 shows that approximately 80% of IPCC staff come from non-policing backgrounds.

Police and security officers at the Palace of Westminster are employees of the Metropolitan Police Service (MPS) under contract to the House; the issuing of uniform is a matter for the MPS. The hon. Member may wish to raise the matter with Chief Superintendent Ed Bateman.
Neither police managers nor the House authorities are aware of any request having been made by members of police staff for the provision of a police box outside the north door of Westminster Hall. Police managers tell us that they do not consider that there is a convincing argument for the provision of a shelter of this kind.
The MPS tell us that the visibility and availability of MPS staff is their paramount concern. To be a visible deterrent and in a position to act in response to any incidents, officers need to be outside for the majority of the time including peak times. Where appropriate, additional shelters are provided along with guidance as to when officers can use them and changes that can be made during bad weather.

Home Office Ministers regularly receive correspondence from Members of Parliament and members of the public in Essex, including police officers, which express the concerns of police officers. Members of the Government at all levels have had, and continue to have, meetings with the police service as part of the day-to-day business of Government. As a consequence, the Government is very aware of and does not underestimate the strength of feeling among police officers nationally and in Essex at the moment. The Secretary of State for the Home Department, my right hon. Friend the Member for Maidenhead (Mrs May), myself and officials regularly meet with representatives of the Police Federation, Police Superintendents' Association and members of the Association of Chief Police Officers, which represent all police forces, including Essex Police, to discuss a wide range of issues.
We will continue to engage with police officers and staff to ensure that their opinions help to shape future policing policies at this time of significant change. We are also looking at ways in which we can ensure greater input from officers of all ranks on policing matters.

Since 2004 the Independent Police Complaints Commission (IPCC) has been responsible for the annual publication of statistics relating to complaints against the police service in England and Wales and these reports are available on the IPCC website. Information on complaints against Essex police authority is not held by the Home Office and is a matter for Essex police authority. Guidance and advice on how to complain about Essex police authority is also a matter for Essex police authority.

A new collaboratively organised National Police Air Service (NPAS) will save the police service £15 million per year by reducing the numbers of aircraft and bases while providing a more consistent air support service.
The principle of a national service has been endorsed by all chief constables and the Government are making the Police (Collaboration: Specified Function) Order 2012 to ensure that there is a collaboration agreement in place for air support to which all police forces and policing bodies must be parties. The Order has been approved in draft by both Houses of Parliament.
I understand that, in line with NPAS proposals, the Essex police air support unit is already shared with Kent police and contributes to the provision of police air support across Essex, Kent, Suffolk and Cambridgeshire.
