That this House welcomes the Public Accounts Committee's report on Alcohol treatment services and shares its concerns; is dismayed that the Department for Health and Social Care appears to lack sufficient understanding of the total cost of alcohol harm; suggests that, in establishing its evidence base, the Department should take account of the widely supported Alcohol Charter of 2018 and comprehensive report by the Commission on Alcohol Harm 2020; is alarmed that alcohol-related hospital admissions and alcohol deaths have been rising while access to treatment has been falling and addiction psychiatry has all but disappeared; recognises that treatment services for alcohol dependency show success rates of around 60 per cent and deliver an estimated £3 benefit immediately for every £1 invested; and calls on the Government to respond to the Committee in a timely fashion and to direct the Department for Health and Social Care to enact swiftly the six recommendations in the Report before many more lives are needlessly blighted and lost.

That this House recognises that people harmed by drug and alcohol use should be treated fairly, justly and with dignity; further recognises that they are, however, frequently dehumanised, marginalised and discriminated against; acknowledges that negative preconceptions and stereotypes present a major obstacle to people accessing harm-reduction and recovery services; welcomes the recent launch of the Anti-Stigma Network, whose mission is to improve understanding of the stigma and discrimination experienced by many people harmed by drug and alcohol use; applauds the commitment of the NHS Addictions Provider Alliance and all individuals and organisations collaborating in this initiative; believes this represents a major step forward in fighting stigma and saving lives; and calls on the Government to support the efforts of the Anti-Stigma Network and all those challenging stigma, thereby helping to remove barriers to treatment and to reduce the record level of drug and alcohol deaths across the UK.

That this House is alarmed to see the rate of both drug-related and alcohol-related deaths among women increase; notes that women face stigma, shame and many initial challenges to accessing treatment services; further notes that women have separate and specific requirements within treatment, including the need for safe, women-only spaces; recognises that, in the past, drug and alcohol treatment services have not consistently been designed or adapted for women, often failing to cater for their distinctive needs; acknowledges the positive steps taken in recent years in appointing Dame Carol Black as independent advisor on drugs and Dame Lesley Regan as women’s health ambassador; applauds the efforts of the Women’s Treatment Working Group, comprising drug and alcohol treatment providers at Collective Voice, in working to ensure that women receive appropriate, bespoke and effective services; and calls on the Government and local authorities to adopt consistent policies and comprehensive provision to meet women’s drug and alcohol treatment needs.

That this House notes with alarm data released by the Office for National Statistics on 3 August 2022 showing that a record 4,859 deaths related to drug poisoning were registered in England and Wales in 2021; further notes with alarm figures published by National Records of Scotland on 28 July 2022 revealing that 1,330 people lost their lives to drug misuse in Scotland in 2021, higher than any European country; recognises and reaffirms that people struggling with an alcohol or drug problem should get the same support and treatment as those with any other health condition; acknowledges that stigma stops many people accessing the assistance and resources they require; applauds initiatives such as the Stigma Kills awareness campaign, launched by the NHS Addictions Provider Alliance, and The Reporting of Substance Media Toolkit resource for journalists and editors looking to report on alcohol and drugs with dignity and respect, created by Scottish Families Affected by Alcohol and Drugs and Adfam; and calls on the Government to support the efforts of those challenging stigma, removing barriers to treatment and reducing the devastating level of drug deaths across the UK.
