NHS England and NHS Improvement are currently undertaking this boundary review exercise and no final decisions have yet been made. As this work progresses, engagement with local areas will take place including with National Health Service bodies, local authorities and other stakeholders in the affected areas in order to appropriately assess any potential effects a change of integrated care system boundaries in an area may have, this will include consideration of any potential impact on services, patient wellbeing and staff.

NHS England understands the need for improved services and care to be consistently available for those suffering from bladder and bowel problems. The approach remains to make full use of available capacity, both in the National Health Service and in contracted independent hospitals, to maintain elective activity as far as possible.
Working with and agreed by the Royal Colleges, a national clinical stratification programme has been established to make sure that every patient waiting for surgery, including patients with major continence and prolapse issues, can partake in decision-making discussions regarding their treatment. This will also include the assignment of a priority code to ensure that patients with the greatest clinical need are prioritised for treatment.

While no specific assessment has been made, throughout the COVID-19 pandemic, the National Health Service in England has maintained access to urgent and emergency care, including for patients with multiple sclerosis (MS). For non-urgent care, providers have offered remote consultations using video, telephone, email and text message services as a priority where appropriate.
On 23 December 2020, NHS England and NHS Improvement outlined priorities for the remainder of 2020-2021 and into 2021-2022, including maximising the NHS’s capacity to treat non-COVID-19 patients. This capacity includes services for people with neurological diseases, including MS - for example, physiotherapy, occupational therapy and speech and language therapy. In the longer term, NHS systems should also continue to implement the guidance set out in the Progressive Neurological Conditions RightCare Toolkit, which was developed in collaboration with key stakeholders such as the MS Trust and the MS Society.

The NHS 111 first service model, which enabled the booking of appointments into emergency departments, was tested during the summer. The service was subsequently made available across the whole of England from 1 December 2020. The number of bookable appointments is therefore expected to increase over time. Data on accident and emergency (A&E) attendances and booked appointments is published on a monthly basis. A comparison of the proportion of booked appointments with total monthly A&E attendances reported since launch will be available when a full monthâs data is reported by the National Health Service for January. This data will be published on 11 February.

The provision of patient transport services (PTS) is the responsibility of local National Health Service commissioners and therefore to set appropriate expectations of services with their providers and agree the cost of PTS. In the case of cross-border cases, where patients’ resident in England, receive treatment in Scotland, the English clinical commissioning group would be responsible and vice versa.
Patients who are eligible for PTS are not charged.

There are currently no planned revisions to COVID-19 restrictions on patient visiting in hospitals. NHS England and NHS Improvement will continue its ongoing review of guidance and revise as necessary. The health, safety and wellbeing of patients, communities and staff remain the priority.
