That this House notes the difficulties being experienced by farmers in receiving payments under the Single Farm Payment Scheme; recognises that many farmers are facing financial difficulties and are being placed at a competitive disadvantage; further notes that while average farm incomes have increased this is not the case for dairy farmers, who continue to struggle to function with extremely low farmgate milk prices; recognises that the delays in the single farm payment and mounting red tape hit these farmers even harder; and calls on the Government to act now to speed up payments to farmers under the single farm payment, look to reduce the amount of red tape faced by farmers and help dairy farmers in particular by working with supermarkets and milk purchasers to increase the farmgate milk price paid to dairy farmers and ensure that the UK dairy farming industry has a sustainable future.

Members from Scotland, Wales and Northern Ireland have question time sessions in the House and are allowed to scrutinise Ministerial decisions and spending commitments; recognises that this same privilege does not extend to hon. Members from the English regions despite the fact that millions of pounds of Government money is spent every year in each of the English regions and major decisions are taken by Ministers without effective scrutiny; and calls on the Government to establish grand committees for each of the English regions and for question time sessions to be introduced in the House for each region, so that hon. Members can discuss in more detail issues relating to their locality and Ministers can be made more accountable to the region.
