Mr. Steen: To ask the Secretary of State for Health if he will take steps to make it mandatory that doctors and nurses (a) ask their patients about suspected adverse drug reactions and (b) report suspected adverse drug reactions to the Medicine and Healthcare Products Regulatory Agency and the Committee on Safety of Medicines. [210115] Ms Rosie Winterton: [holding answer 24 January 2005]: The yellow card scheme is the United Kingdom system for collecting and monitoring information on suspected adverse drug reactions (ADRs) and currently relies on voluntary reporting of suspected ADRs by health care professionals. The independent review of the yellow card scheme, published in May 2004 considered whether reporting of suspected ADRs by health care professionals should be made mandatory. There is no evidence from countries where reporting of suspected adverse reactions is mandatory that rates of reporting are higher. The independent review made no recommendation about mandatory reporting, but recommended that steps should be taken to strengthen the scheme and to raise awareness among health professionals and the public. Proposals are being developed to take this forward. Patients may now report suspected adverse drug reactions directly to the committee on safety of medicines and/or the Medicines and Healthcare products Regulatory Agency. My noble Friend, the Parliamentary Under-Secretary of State for Health, the Lord Warner, announced on 17 January 2005 that two pilots (paper based and electronic reporting via www.yellowcard.gov.uk) to enable direct patient reporting have been launched. It is good clinical practice that health care professionals discuss with patients the benefits and risks of medicines including the possibility of side effects. Patient information leaflets which accompany medicines encourage patients to discuss with their health care professional any side effects they have experienced while taking their medication.

Mr. Burstow: To ask the Secretary of State for Health if he will estimate the (a) time spent in hospitals and (b) cost involved in treating a person who has experienced an adverse drug reaction. [194261] Ms Rosie Winterton: We do not hold data to answer this question. However a recent study, funded by the Medicines and Healthcare products Regulatory Authority and published in the British Medical Journal, provides relevant information.1 Of 18,820 patients aged over 16 years admitted to hospital over a six month period and assessed for cause of admission, there were 1,225 admissions judged to be related to an adverse drug reaction (ADR), giving a prevalence of 6.5 per cent. Of these 1,225, the ADR was judged to lead directly to the admission in 80 per cent. of cases. The median bed stay was eight days, accounting for 4 per cent. of the hospital bed capacity. The projected annual cost of such admissions to the NHS is £466 million. The overall fatality was 0.15 per cent. Most reactions were either definitely or possibly avoidable. Drugs most commonly implicated in causing these admissions included low dose aspirin, diuretics, warfarin, and non-steroidal anti-inflammatory drugs other than aspirin, the most common reaction being gastrointestinal bleeding. Tim Loughton: To ask the Secretary of State for Health (1) what estimate has been made under the yellow card system of the number of people who have suffered side effects from Seroxat in each of the last five years; [162560] (2) how many people prescribed Seroxat are known to (a) suffer and (b) have suffered from side effects worthy of note. [162561] Ms Rosie Winterton: The Medicines and Healthcare products Regulatory Agency and Committee on Safety of Medicines receive reports of suspected adverse drug reactions (ADRs) submitted by doctors, dentists, pharmacists and coroners via the yellow card scheme, and there is a legal requirement for companies to report suspected ADRs to their drugs. The number of reports received via the yellow card scheme does not directly equate to the number of people who suffer adverse reactions to drugs for a number of reasons including an unknown level of under-reporting. It is important to note that the reporting of a suspected reaction does not necessarily mean it was caused by the drug and may relate to other factors such as the patient's underlying illness or other medicines taken concurrently. A total of 8,958 reports of suspected ADRs have been received through this scheme in association with paroxetine (Seroxat) since 1990, of which 4,826 were serious (i.e. considered serious by the reporter, were fatal, life-threatening, resulted in hospitalisation or disability, or were medically significant). The following table provides a breakdown of the total number of reports received in association with paroxetine (Seroxat) annually for the past five years. _________________________________________________________________________________________________.
