The data are not available in the form requested. However, for the last two years the Home Office Antisocial Behaviour Unit has carried out a survey of Crime and Disorder Reduction Partnerships in England and Community Safety Partnerships in Wales asking about their actions taken to tackle antisocial behaviour. From those who responded to the surveys the results are as follows:This is for the period 20 January 2004 to 30 September 2004. The crack house closure power was introduced in the Anti-social Behaviour Act 2003 and came into force on 20 January 2004.In relation to dispersal orders from a Home Office data collection exercise in July 2005, we estimate that between January 2004 and June 2005:"809 areas were designated; and""Police officers and community support officers dispersed 14,375 people from the 293 areas where data was available."

Designated public place orders (DPPO) are an opportunity for alcohol free zones to be adopted according to local authority assessment of alcohol related crime and disorder on public highways or in parks. The use of a DPPO tends to be part of a wider local strategy to tackle antisocial behaviour and drink related disorder. Therefore, to evaluate the effectiveness of DPPOs on their own would not be practical.

Section 48–52 of the Anti-social Behaviour Act 2003 which introduced Defacement Removal Notices nationwide came into force on 6 April 2006. Since the 6 April the Home Office has not received any details of Defacement Removal Notices being issued.

There has not been any graffiti removal notices issued in Swindon. Section 48–52 of the Anti-social Behaviour Act 2003 introducing these provisions will be commenced on 6 April 2006.

Antisocial behaviour orders (ASBOs) have been available to the courts since one April 1999. From commencement up to 31 May 2000 data were collected on aggregate numbers only. Since 1 June 2000, from copies of orders received, we are able to determine the sex and age of ASBO recipients. In England, of the total number of ASBOs issued from 1 June 2000 to 30 June 2005 (latest available), 87 per cent. have been issued to men, 13 per cent. to women, 59 per cent. to people aged under 21 and 44 per cent. to those aged under 18.ASBO breach data are currently available from one June 2000 to 31 December 2003 for ASBOs issued since 1 June 2000. The data are available at Criminal Justice System area level only. During this period three people in Wiltshire breached their ASBO on one or more occasions, two of whom received a custodial sentence.

I have been asked to reply.The Government are keen to improve the accountability between the police, local authorities and other service providers and the public. The Community Call for Action provisions contained in the Police and Justice Bill will give more power to local communities and provide a mechanism for local communities to demand a response from agencies to persistent local community safety or antisocial behaviour problems, via an approach to their ward councillor. The Respect programme will ensure effective dialogue between local people and services by introducing regular and systematic ““face the people”” briefing sessions, involving senior representation from the police and local authorities. These sessions will provide a further opportunity for communities to make clear their priorities and to hold those responsible for service delivery to account.They will also allow senior staff to engage the community in tackling local problems, raising issues where they can take action to help combat antisocial behaviour, including graffiti. In addition to this, the Home Office, in partnership with the Office of the Deputy Prime Minister, is developing a new three digit single non-emergency number to provide the public direct access to community safety advice, information and action to tackle antisocial behaviour, including graffiti. The Government's commitment towards neighbourhood policing will benefit every area by 2008, enabling graffiti to be tackled as a priority when local communities identify this as one of their key concerns.

All of the 351 crime and disorder reduction partnerships (CDRP) in England and 22 community safety partnerships (CSP) in Wales have responded positively to our seed funding for antisocial behaviour co-ordinators in each CDRP area. Many areas have now gone further and are using funding from a range of sources to establish and support antisocial behaviour teams. Findings from the antisocial behaviour unit's second national survey of CDRPs in 2005 indicated that 60 per cent. of those CDRPs who responded had more staff than a year ago. Tackling antisocial behaviour is a cross-departmental issue and many Government Departments contribute to this agenda.A wide range of funding streams across Government have a positive impact on tackling antisocial behaviour. For example, Neighbourhood Renewal programmes which focus on the most deprived areas and give practitioners and local communities a real opportunity to turn their neighbourhoods around; the Department for Education and Skills (DfES) through their work on schools and parenting contribute to preventing problems escalating and ensuring families get the support they need.The Department for Environment, Food and Rural Affairs (DEFRA) and their work in tackling litter and fly-tipping which can often blight neighbourhoods where antisocial behaviour and crime can take hold; and the Department for Culture, Media and Sport (DCMS) who provide the opportunity to divert young people from the destructive and damaging involvement in antisocial behaviour. The Department for Constitutional Affairs (DCA) also contributes to ensure a swift and effective criminal justice system for dealing with the perpetrators of antisocial behaviour activity.In relation to specific Home Office funding to tackle antisocial behaviour in the last two financial years we have allocated £25,000 to every CDRP in both England and Wales to fund an antisocial behaviour co-ordinator. This amounts to £9.4 million per annum, the funding for 2005–06 is now part of the Safer, Stronger Communities Fund (SSCF) and this arrangement will continue for the next two years (2006–07 and 2007–08). In order to deal with antisocial behaviour problems effectively, housing providers, local authorities, the police, the courts and the Crown Prosecution Service, and other relevant agencies need to play a full role.Local authorities drive many aspects of our work including tackling graffiti, removing abandoned vehicles, dealing with noise nuisance and many antisocial behaviour housing issues. In order to help local agencies tackle antisocial behaviour, we have provided guidance and support to help them to target resources and use appropriate tools and powers to protect the public and ensure that antisocial behaviour is tackled, not tolerated.The Anti-social Behaviour Act 2003 has been fundamental to our work and has changed the culture of public services and protected our communities. However, while attitudes are shifting, the public's concern is not yet adequately reflected in the priorities of all our services. The Respect Programme will now take this further so that local services are organised so that they respond swiftly and effectively to the problems that communities face today. People need to see and feel that a difference can be made.

In order to deal with antisocial behaviour problems effectively, housing providers, local authorities, the police, the courts and the Crown Prosecution Service, and other relevant agencies need to play a full role.Local authorities drive many aspects of our work including tackling graffiti, removing abandoned vehicles, dealing with noise nuisance and many antisocial behaviour housing issues. In order to help local agencies tackle antisocial behaviour, we have provided guidance and support to help them to target resources and use appropriate tools and powers to protect the public and ensure that antisocial behaviour is tackled, not tolerated.The Anti-social Behaviour Act 2003 has been fundamental to our work and has changed the culture of public services and protected our communities. However, while attitudes are shifting, the public's concern is not yet adequately reflected in the priorities of all our services. The Respect Programme will now take this further so that local services are organised so that they respond swiftly and effectively to the problems that communities face today. People need to see and feel that a difference can be made.

The engagement of young people in constructive and purposeful activity that contribute to their communities and divert them away from antisocial behaviour is central to the Respect drive. This was a core theme in the Government's Green Paper, Youth Matters, which set out the commitment to ensure that all young people have access to activities they find interesting.As part of this the Youth Green Paper contained proposals for a Youth Opportunity and Youth Capital Fund. Extra funding was made available for these in the Chancellor's pre-budget report. A total of £115 million will be available to local authorities over the 2006–07, 2007–08 financial years to be spent in ways involving young people on projects to improve local activities and facilities. An average local authority could receive approximately £500,000 over the next two years to make a budget available for projects chosen by young people.We will also build on the successful Sports Champions programme and will provide a new investment of £1 million over three years to expand the Sports Mentoring scheme into other areas.

Defacement Removal Notices as introduced by the Antisocial Behaviour Act 2003 (and amended by the Clean Neighbourhoods and Environment Act 2005) will be commenced on 6 April 2006. This provision enables a local authority to serve a defacement removal notice on the owner of street furniture or property owned by a statutory undertaker when they have failed to remove graffiti or fly-posting.There are no plans to extend this to cover private domestic property.
