Mr. Cox: To ask the Secretary of State for Health what health provision his Department provides to prisons in Greater London; and if
he will make a statement. [94320]
Jacqui Smith: The Department of Health and the Prison Service have been working together to bring about a significant improvement in
standards of prison health care. Under partnership arrangements introduced in April 2000, the Prison Service meets the costs of
providing primary health care services to prisoners, while the National Health Service meets the costs of any secondary or tertiary
health services they may need. The London prisons have already benefited from this partnership approach, which has, for example, led
to NHS-funded, mental health in-reach teams being introduced in the seven closed Prison Service establishments in London.
We shall continue to promote the reform of health services for prisoners, which, over the next few years, will become part of the
NHS. Funding responsibility for prison health services in England is being transferred from the Home Office to the Department of
Health with effect from 1 April 2003.

Mr. Cox: To ask the Secretary of State for Education and Employment what funding has been made available to the London borough of
Wandsworth in each year since 1997 for improving school buildings. [152680]
Jacqui Smith: The following table shows the total central Government support for capital investment made in Wandsworth local
education authority from 1996-98 to 2000-01. This includes £4.651 million investment through the New Deal for Schools programme.
In January this year, we announced that the New Deal for Schools would be extended over the next three years to 2003-04. Allocations
benefiting schools in Wandsworth local education authority announced in January under the New Deal for Schools total £2.827 million
over three years. This amount will be increased by the extra funding announced in the Chancellor's Budget Statement on 7 March, and
later this year when allocations to local authorities of the new £555 million New Deal for Schools Modernisation programme are
announced.
It will be for Wandsworth and its schools, working within guidelines provided by the Department, to allocate this new funding to
individual projects.
Nationally, capital investment in school buildings has tripled from £683 million a year in 1996-97 to over £2 billion in 2000-01. It
will be £3.5 billion in 2003-04, including grant, credit approvals and Private Finance Initiative credits. There will be central
Government investment of £8.5 billion in school buildings in total from 2001-02 to 2003-04.

Mr. Cox: To ask the Secretary of State for Education and Employment how many school truancies were recorded during the last 12

Jacqui Smith: The number of half-days missed as a result of unauthorised absence (truancy) by pupils; and the percentage of those
half-days missed, for each local authority area in England in 1999-2000 (the latest figures available) are shown in the table.
Although there has been some significant improvement in attendance levels, too many children are still missing school without good
reason. Over half of these are primary school children, most of whom will be absent with their parents' consent. That is why, last
autumn, we announced a renewed drive to tackle truancy including extra resources available to schools and LEAs to tackle poor
behaviour, with truancy the top priority. £174 million will be available in 2001-02--10 times the level in 1996-97. We have also
begun a co-ordinated nationwide programme of truancy sweeps to pick up youngsters who should be in school. In addition, our
Excellence in Cities programme is being expanded to provide more on-site learning mentors in schools to support children with
barriers to attending school and learning. We are also asking schools with above average truancy records to set new targets for
attendance. On 28 February, I am giving "Truancy Buster" awards of up to £10,000 to up to 50 schools in the country which have done
the most to reduce truancy. From 1 March, the provisions of the Criminal Justice and Court Services Act 2000 will come into effect
with higher fines for the parents of persistent truants. And from 1 April, the first Connexions Service Partnerships will start, and
will give priority to improving attendance at school for all young people aged 13 and over. All these measures are designed to help
schools improve attendance and learning.

Mr. Cox: To ask the Secretary of State for Education and Employment if he will list those projects his Department supports
highlighting the dangers of drug abuse to children and young people. [137340]
Jacqui Smith: DfEE guidance Circular number 4/95 sets out the statutory position on drug education in schools and was supplemented
by the guidance "Protecting Young People" (1998) which gives detailed advice to identify what works in drug education and how best
to take that forward effectively. To further support schools in the dissemination of effective drug education DfEE in partnership
with the Department of Health commissioned the Standing Conference On Drug Abuse (SCODA) to product further guidance for schools,
the three "R's", "the right approach", "the right response" and "the right choice". DfEE has also made funding available in
partnership with the charity DrugScope to identify, develop , promote and disseminate good practice in drug and alcohol education
and prevention programmes for young people, parents and professionals in schools and in informal settings. DfEE will continue to
fund the dissemination of guidance and support materials.
Spending on drug education will rise from £7.5 million this year to £17.5 million in 2003-04 (a 133 per cent. increase). This
funding is available to all LEAs through the Standards Fund. It will help teachers deliver a drug education programme tailor-made to
the needs of all young people which equips them with the knowledge to recognise the dangers of drug misuse and make informed
choices. It will also fund drug advisers to work directly with schools, training costs of the Connexions personal advisers for
13-19-year-olds and ensure that key partners are engaged in developing drug education programmes relevant to the needs of the local
community.
We have now established a solid base for drug education in schools. A recent Ofsted survey (July 2000) showed 93 per cent. of
secondary and 75 per cent. primary schools now had their own anti-drug policies.

Mr. Cox: To ask the Secretary of State for Education and Employment how much section 11 funding has been allocated to each of the
London borough councils in the current financial year. [132074]
Jacqui Smith: The education element of the Home Office's Section 11 Grant scheme ceased on 31 March 1999. It was replaced by a new
grant, the Ethnic Minority Achievement Grant, administered by my Department. For 2000-01 £162.5 million will be available nationally
to improve the attainment of ethnic minority, Traveller and refugee pupils. This represents an increase of 7 per cent. on the amount
available for the same purposes in 1999-2000. The details requested are set out in the table. They include, separately, allocations
under the Adult Ethnic Minority Achievement Grant which was also previously funded under Section 11.

Mr. Cox: To ask the Secretary of State for Education and Employment what recent discussions he has had with London education
departments on truancy of school children within their boroughs. [131470]
Jacqui Smith: We are in regular contact with many local education authorities in London about truancy, and the disruption it has on
continuity of learning and the wider social and community costs.
We have in place a range of measures to tackle truancy and improve attendance in our schools. Our Social Inclusion: Pupil Support
Grant--worth over £500 million in three years--is providing practical support to local education authorities and schools. For
2000-01, London local education authorities will receive just over £26.5 million out of the grant to support local projects.
Projects include electronic equipment to monitor attendance, additional staff to chase-up truants and reward schemes for
acknowledging regular attendance.
We are also encouraging local education authorities to undertake regular "Truancy Sweeps" in conjunction with the police. During
these sweeps, truants are picked up from the streets during school hours and are taken back either to their schools or a designated
place. Several effective sweeps have been undertaken in London with our support.
In addition, I recently announced the pilot areas to test the devolvement of Education Welfare Services to secondary schools. The
aim is to see whether attendance officers employed directly by schools would make it easier to deal with truancy quickly. Of the 15
local education authorities selected, five are from London-- Barnet, Camden, Haringey, Havering and Westminster. I am pleased that

Mr. Cox: To ask the Secretary of State for Education and Employment if he will make a statement about school security. [107063]
Jacqui Smith: We take the issue of school security very seriously. The Working Group on School Security, set up after the fatal
stabbing of Philip Lawrence in December 1995, continues to meet on a regular basis to advise on school security matters. Most of the
Group's recommendations published in its report in May 1996, have been implemented. One of those recommendations was that money
should be made available specifically for school security improvements. I announced last month that £22 million would be made
available in 2000-01 for school security, building on the £66 million that has been made available over the past three years.

Jacqui Smith: In November 1998, the Government announced a new grant, the Ethnic Minority Achievement Grant (EMAG), to replace the
education element of the Home Office's Section 11 Grant. EMAG was established to raise standards for those ethnic minority and
Traveller pupils particularly at risk of underachieving and to meet the particular needs of pupils for whom English is an Additional
Language. All London local authorities received funding through EMAG for 1999-2000. Details of individual allocations, which
mirrored Section 11 allocations in 1998-99, are set out in the following table.

For 2000-01, £162.5 million will be available to local education authorities to improve the attainment of ethnic minority, Traveller
and refugee pupils, an increase of 7 per cent. on the amount available for the same purposes in 1999-2000. Provisional allocations
for the newly merged Ethnic Minority and Traveller Achievement Grant for 2000-01 were announced in October 1999.
