That this House places on record the devoted care and attention by the staff at Westwood Hospital for the patients which they served over many years: regrets that the hospital is closing in order to sell off the green and pleasant site; further regrets that several million pounds has been spent on various private community homes; believes that this money could have provided a village community on Westwood site making use of existing facilities; but calls on the Bradford Health Authority to retain the site at least in part as a community for mentally handicapped people as promised at the inquiry on planning permission for housing development and states that failure to do so will be a bitter betrayal of the most vulnerable section of the community.

That this House is appalled by the privatisation proposals of Bradford Health Authority to be implemented through the closure of Westwood Hospital and the transfer of mentally handicapped patients to Takare plc, Care Solutions Ltd. and AHP Rehabilitation Ltd. in the profit-seeking private sector; notes that Care Solutions Ltd. is a recently formed company with a director resident in Lugano, Switzerland, who have not yet made any returns to Companies House, and that AHP Rehabilitation Ltd. has one hundred one pound issued shares and that the company has given an unlimited guarantee on bank borrowings; regards the use of the mentally handicapped as profit sources as immoral and places their future in jeopardy should any of these companies fail; and calls on the Bradford District Health Authority to scrap these odious proposals and retain Westwood Hospital as demanded by those who put patients before profit.

That this House notes that in its biennial report the Mental Health Act Commission has severely criticised the Secretary of State for Health over the provision of psychiatric services of Hackney Hospital in conditions that are a disgrace to a civilised society; notes that the Commission believes that the present suggestion of reproviding mental health services up to a maximum of ??10 million by superimposing them on existing sites at the Homerton and St. Bartholomew's is a short-term measure; welcomes the concern expressed by the Commission that capital funding is so dependent upon the vagaries of land values; and further welcomes the fact that the Commission draws the attention of Parliament to the need for capital funding of ??60 million to complete phase two of the Homerton Hospital to provide adequate facilities for the high numbers of patients being detained under the Mental Health Act.
