That this House congratulates Action with the Communities in Rural England for the excellent survey it has completed on village halls which highlights the pivotal role such halls play in rural community life but also shows that many of these facilities lack basic provision for the disabled, are old buildings of which 64 per cent. are in need of improvements or major repairs in the next five years and the difficulty that village halls encounter gaining funds from the Lottery as their applications often fall between the stools of six different Lottery distributors; and calls upon the Department of Culture, Media and Sport to get together with the Lottery boards to develop a joint funding programme not just for village halls but community centres and other similar community buildings so that these facilities can meet the needs of all of their communities.
