The Department is working closely with all partners in industry including the Rail Delivery Group and the British Transport Police to ensure that the rail network is a safe environment for the travelling public. Whilst we are always interested in new innovations to the market we have no current plans to assess the effectiveness of this product.

My Lords, the current level of train cancellations is dreadful for passengers, and driver, guard and train manager availability has been driving much of this. The railway we inherited has unacceptable levels of staff shortages. We have commissioned detailed work to understand train crew numbers and availability. The previous Government had no useful knowledge of staff levels, recruitment, training, overtime and planning efficiency across individual operators. That work and the Government’s commitment to wider rail reform will drive better staff numbers and more efficient utilisation of those resources and reduce cancellations in the future.
I thank the Minister for that Answer and am glad to hear about progress. However, recently, Northern Trains, which is directly government run, and Great Western Railway, which is still in the private sector, have repeatedly given a shortage of train crew as their reason for cancellations. As a previous Secretary of State said, nationalisation is “not a silver bullet”, but it will surely lead to a more coherent approach to employment terms and, hence, a better service for passengers. When and how do the Government intend to harmonise terms and conditions for employees and, therefore, to create a modern rail industry, providing modern standards of service, particularly at weekends?

My Lords, I am very happy if somebody else answers. The noble Baroness will have seen—I know she knows—that the Government’s programme of public ownership will progressively bring train operations currently in the private sector back into the public sector. At the point of transfer, the transfer of undertakings regulations of course require the pay and conditions of staff to be maintained. As we progress with Great British Railways, the consultation which will lead to the wider railway Bill will determine future employment policy, working with staff and the trade unions.
The issues with Northern have a long history. One of the disputes that we inherited there is so old that its conditions are prior to the change in law about the expiry of mandates for strike action—I think it dates from 2017. It is taking a lot of sorting out; the Government are committed to do that. The noble Baroness is right:
the conditions of service, which require work on only six days a week and rest days on the seventh, are no longer appropriate for a modern railway. We will have to change that, but we will do that in discussion and consultation with the staff.

There are no plans to require London North Eastern Railway to run direct services between Sunderland and London Kings Cross beyond December 2024. Sunderland will continue to have direct London services provided by Open Access operators. Additionally, improvements to the Metro network will improve connectivity in the North East.

While we recognise the concerns about connectivity between Birmingham and Manchester, we will not reverse the previous government's decision to cancel Phase 2 of HS2, and our primary focus now is the safe delivery of HS2 between Birmingham and London at the lowest reasonable cost. We are committed to a long-term approach to infrastructure and investment, taking account of local transport priorities. We are taking into consideration the recent proposal from the Mayors of Greater Manchester and the West Midlands for enhancing rail connectivity between the Midlands and the North-West, including their ideas for private sector partnerships. We will thoroughly review the fiscal position we have inherited before setting out a clear plan to address capacity and connectivity issues in due course.

Any passenger rolling stock that did not meet the relevant accessibility regulations was returned to their respective owner prior to 31 December 2021. One such owner, Varamis Rail, has been successful in launching a freight service using converted Class 321 units following First of a Kind funding from the Department for Transport, in partnership with Innovate UK.

This Government is committed to delivering a railway which is safe and secure for the public.
Reducing the number of deaths by suicide is a priority for the Department for Transport (DfT), with each rail operator currently responsible for delivering a suicide prevention plan, which includes the training of public-facing rail staff in suicide prevention and working with the British Transport Police (BTP) to deliver mitigation measures.
The Government will continue to make suicide prevention a priority for public sector operators, and will work with the BTP, Network Rail, the operators and DfT OLR Holdings Limited (DOHL) to enhance the existing approach to suicide prevention, including improvements to training for all staff working on our railways.
Network Rail has a long-standing relationship with The Samaritans, and funds the ‘Small Talk Saves Lives’ campaign. Since launching in 2017, the campaign has successfully raised awareness within railway stations and other public settings about the need to trust your instincts and start a simple conversation if you think someone might need help.

The Department for Transport is committed to working with the rail industry to reduce the number of deaths by suicide. Each rail operator is responsible for delivering a suicide prevention plan and maintaining accreditation to the independently assessed Safeguarding on Rail Scheme.
Their plan must include training of public-facing staff in suicide prevention, putting in place mitigation measures at stations and promoting avenues of help for vulnerable people at risk of suicide or self-harm.
The British Transport Police works in collaboration with its partners to ensure incidents are managed swiftly and people are treated with dignity.

The Department does not track how many electric trains are with rolling stock operators but not leased to train operators.
I am able to say however that there are a number of new electric passenger train fleets undergoing testing prior to delivery to operators; these include South Western Class 701, East Midlands Class 810 and West Midlands Class 730. It is a matter for rolling stock owners to determine the future use of any fleets returned by passenger train operators.

My Lords, one of the commercial supporters of the celebration the noble Lord referred to is Alstom, a train manufacturer based in Derby. Some months ago, there were serious concerns about jobs in and the viability of Britain’s train manufacturing companies, caused by intermittent orders. Given that there is a lack of information from the Government so far about how the system will work in the future under nationalisation, and given that they have not committed to touching the roscos and the system of ordering trains, can the Minister reassure us that those threats to well-paid, skilled jobs have now receded?

The Government are absolutely committed to maintaining jobs in the railway manufacturing sector. The noble Baroness needs to know that the creation of Great British Railways will enable the Government for the first time for a very long time to produce a long-term plan for rolling stock strategy for Britain, which will give much more clarity to the manufacturing industry about what will be replaced when.
