That this House is alarmed at the recent sharp increase in alcohol deaths revealed in provisional data released recently by the Office for National Statistics which have hit a record high during the pandemic; is disturbed that the number of people in treatment for an alcohol issue has fallen by nearly one fifth since 2013-14 with around four out of five dependent drinkers not accessing any kind of support; is deeply concerned by reports of increased domestic violence, recognising the strong relationship between alcohol consumption and domestic abuse; notes that Institute of Alcohol Studies (IAS) research examining patterns of alcohol-related violence across England and Wales between 2013-14 and 2017-18 revealed that those from the lowest socioeconomic groups were disproportionately at risk of victimisation; further notes that the IAS recommendations included removal of barriers to accessing support services, improvements in provision of publicly funded domestic violence services and a substantial increase in alcohol-treatment services; recognises that for many isolated older service users, who value face-to-face contact above all, their phone call from an alcohol service has been one of the few interactions with the outside world during the pandemic; commends the Drink Wise, Age Well programme for highlighting the vulnerability of the over-50 age group and helping to reduce stigma, build resilience and secure support; and calls on the Government to prioritise an alcohol action plan, informed by service providers and service users, and its implementation, to address these issues and reduce alcohol harms.

That this House is concerned to learn that Peter Krykant, who recently set-up a drug consumption van in Glasgow city centre, has been charged and cautioned by Police Scotland; understands that Mr Krykant set up the facility in an attempt to help and support people with addictions; firmly believes that the work he is doing helps to reduce harm and save lives; is grateful for the action taken by a volunteer of the service to save the life of an individual recently by administering Naloxone; is aware that individuals are being driven to these types of interventions as a result of Home Office opposition to the establishment of a Supervised Drug Consumption Facility (SDCF); urges Ministers to view this critical issue not as a criminal justice one, but through the lens of public health and in the context of increasing numbers of drug-related deaths across the UK, in order to properly support people with addictions; and demands that the Government amend the Misuse of Drugs Act 1971 immediately to allow for SDCFs to operate legally.

That this House acknowledges the vital role being performed by drug and alcohol treatment services throughout the country during the covid-19 outbreak; recognises that key workers on the frontline of critical service provision are among the unsung heroes who rarely receive the recognition they deserve; commends the dedication with which they have maintained crucial support for a most vulnerable section of our society; expresses its gratitude for the flexibility shown in adapting to meet the needs of service users in these most difficult current circumstances; recognises that the work has been achieved after a decade of depleted resources as a result of austerity and funding cuts; notes that a surge in mental health issues can be anticipated in the wake of such crises; recommends that to help people stay safe, protect the NHS and save lives, future funding for this often-overlooked sector should be safeguarded; and calls on the Government to ensure drug and alcohol treatment providers are involved in shaping plans for post-pandemic public health provision.

That this House reaffirms its support for the Alcohol Charter, published by the Drugs, Alcohol and Justice Cross-Party Parliamentary Group and the All Party Parliamentary Group on Alcohol Harm; notes that, in addition to approval from health professionals, the Charter is now supported by Napo and the POA, unions representing probation and prison officers; recognises that alcohol is a major factor in incidents of violence and criminal activity; further notes that there were 7,551 alcohol-specific deaths registered in the UK in 2018, three-quarters of which were due to alcoholic liver disease; and calls on the Government to take immediate steps to introduce and implement an alcohol strategy based on the Charter's recommendations to reduce alcohol harm.
