That this House, while acknowledging the barbarity of the crime committed by Mr Nick Ingram, calls on the State of Georgia to halt his proposed execution; does so, not because he is a British citizen, but because it believes that to keep a person under sentence of death for twelve years and then ritually to execute him by means of electrocution greatly exceeds in barbarity the crime he is alleged to have committed; notes that more than 3,000 American citizens are currently awaiting execution by gassing, electrocution or lethal injection; further notes that they have been waiting for up to 15 years; finally notes that these include a number who were juveniles at the time of their offence; believes that this constitutes degrading and inhumane punishment of the kind outlawed by the Universal Declaration of Human Rights; and invites the Supreme Court to rule accordingly so that the United States can again hold up its head in the company of civilised nations.

That this House notes that landmines are indiscriminate weapons causing untold suffering to civilian populations, often long after a conflict has ended; congratulates Senator Patrick Leahy and Congressman Lane Evans on their initiative which led to the moratorium by the United States of America on the export of landmines for a year from 23rd October 1992; and calls on Her Majesty's Government to introduce an immediate indefinite moratorium on the export of landmines from the United Kingdom, to ratify the 1981 Inhumane Weapons Convention, to actively seek to negotiate an international agreement or modification of the Convention to prohibit the sale, transfer or export of anti-personnel landmines, and to make available resources for the clearance of landmines.
