The UK supports the UN Special Envoy for Yemen in facilitating a credible peace process in Yemen, including his work towards securing a deal on the exchange of prisoners and detainees, which could help to build confidence between parties. During his visit to the Middle East on 12 November, the Foreign Secretary met his Omani counterpart and discussed the importance of all parties engaging with the UN-led political process.

My Lords, the estimate is that there are 105,000 Bidoon people—or people who claim to be Bidoon, as I should more accurately reflect the position—of whom 34,000 can be identified as being either those who were in Kuwait prior to June 1961 or descendants of those families, so there is some evidential link. Therefore, a substantial number of people would like to obtain citizenship. The Kuwaiti Government have created a system whereby the position is being reviewed for all those people, and those who qualify for full citizenship will do so. The remainder may be considered to have a regularised position, which means that they will be linked to the countries from which they came, if they have an evidential link, and could have a residential status in Kuwait, just not full citizenship.

UNRWA’s mandate is determined by UN General Assembly resolution. The General Assembly repeatedly extends and expands the UNRWA mandate in response to developments in the region, most recently extending it to June 2014.
It is not for states to determine the UNRWA mandate. Nevertheless, as a member of the UNRWA Advisory Commission, the UK can legitimately provide advice and assistance to the Commissioner General of UNRWA. In the absence of a lasting solution to the Palestinian refugee problem, we will continue to act in this capacity and to assist UNRWA to support the poorest and most vulnerable Palestinian refugees in the region.
