That this House notes that individual railway companies have different policies towards cycling and that provision for cyclists at railway stations and on trains is patchy at best but generally remains completely inadequate; further notes that the winding up of the Strategic Rail Authority and the transfer of authority to the Department for Transport provides an excellent opportunity for ministers to issue minimum standards to railway franchises and Network Rail to improve provision for bicycles on trains and at railway stations; and believes that bicycle and rail transport should be integrated and promoted to provide a seamless and environmentally sound `doorstep to destination' alternative to car travel.

That this House congratulates the Government on funding developments to transport routes in the South West in order to accommodate the huge numbers of visitors to the region; notes that in order to prevent further major road extensions the UK must develop combined transport strategies, paying particular attention to the role of the bicycle as a means of maintaining the health of the nation and reducing the huge numbers of cars on the roads; further notes the National Cycling Strategy Board's recommendations that more money and time be dedicated to developing a cycling policy in order to meet targets to quadruple the number of cyclists in the UK by 2012; and calls on this government to introduce traffic calming, reduction and management measures alongside the development of cycle lanes and tracks in order to encourage more people to get on their bikes and out of their cars.

That this House condemns the actions of Labour and Conservative councillors in Cambridgeshire in voting to ban bikes permanently in Cambridge city centre; believes that this decision, which goes against the recommendations of the independent inspector's report, will only serve to further exacerbate the traffic problems of Cambridge and its associated pollution problems, by discouraging people from using bicyles as a form of transport; further believes that since bicycles are one of the most environmentally friendly forms of transport used by large numbers of people in Cambridge, the continuation of the ban can only result in further damage to Cambridge's environment; and calls on the County Council to implement the recommendations of the inspector's report at the earliest opportunity and to establish a coherent transport policy which both encourages the bike as a form of transport, and takes into account the needs of all Cambridge transport users.
