The extra money that the Government put into primary care trusts for providing respite care and other services is part of £256 million of extra resources being made available not only through PCTs but through work that we are doing nationally. At local level, we are asking every PCT to account for how it is spending money on support for carers, and that will include the PCTs in my hon. Friend's area.

The Learning and Skills Council (LSC)—and from 1 April the Skills Funding Agency—has responsibility for the funding of post 19 further education and skills delivered through colleges and training organisations.For 2010/11 academic year, the main funding streams available to colleges for post 19 learning are the Adult Learner Responsive and Employer Responsive budgets. Within these, Government funding is prioritised towards basic literacy and numeracy skills and full level 2 and full level 3 qualifications that provide the skills for adults to enter into and progress in employment and further learning.It is for the LSC to agree with colleges the broad level outcomes that they expect to deliver for this funding. The actual amount paid will depend on how colleges respond to demand from learners and employers in line with local and regional priorities. Regional skills priorities will be articulated in regional priority statements by regional development agencies.In addition to Adult Learner Responsive and Employer Responsive funding, some colleges and training organisations also receive Government funding to support a clearly defined set of outcomes. For example funding for the training element of the Young Person's Guarantee is to support 18 to 24-year-olds who have been unemployed for six months or longer to undertaken specific employment focussed training. The funding will therefore respond to meeting a local need.

As set out in "Skills for Growth" (November 2009), the Government are committed to simplifying the further education (FE) and skills landscape. We will reduce the number of separate publicly-funded agencies, and the funding and monitoring of FE colleges will be undertaken through a simpler and lighter touch approach.From April 2010, the Skills Funding Agency will have responsibility for allocating and delivering funding to colleges to support the training of adults (aged 19 and over). Each college and training organisation funded through the Skills Funding Agency will have a single contact point through their account manager.From 2010/11 academic year there will be greater flexibility for colleges and training organisations in managing post 19 funding within budget streams.

Until the recent fall in advertising revenue, there had been a steady and welcome increase in funding for UK production. We would expect this increase to resume as the economy recovers and as a result of the measures that I was outlining a moment ago.

That this House acknowledges the huge support that the Government childcare vouchers scheme gives to the finances of all working parents and welcomes the Government's commitment to maintain the tax relief that underpins the scheme; notes with concern an emerging industry variation in the time taken for childcare providers to receive payments from voucher providers; believes that the rapid growth of the sector legitimises calls for voluntary minimum standards to be set for this expanding industry; recognises that uncertainty about voucher processing companies risks resulting in childcare providers being forced to refuse payment by voucher, consequently undermining the aims of the scheme; calls for the establishment of a voluntary code of practice in consultation with all involved parties to ensure minimum standards; and calls on the Government to recognise the opportunity to pledge support for its own scheme presented by bringing the administration of the scheme back into the public sector, thereby creating jobs and safeguarding childcare places for working parents.

... If I can finish answering the question that my hon. Friend asked. [Hon. Members: "Oh!] I would always wish to respond to my hon. Friend in full, and I will continue to do so. I am sorry that there is misunderstanding about this, because we do not want people not to give to charities in the NHS because they think that the money will not be used appropriately. It is purely a technical matter but, as I said, the Health Minister, my hon. Friend the Member for Corby, has asked the Treasury to defer implementation for a year to provide the reassurance that is required.

The NHS is constantly looking to ensure that we keep up to date with the way in which populations change in particular areas. PCTs must ensure that that data goes to the Department so that the appropriate decisions on finances can be made.

Can we ensure that, after the age of 16, most children in Chorley go to the exceptional Runshaw college? That is an important point, and I would welcome a meeting with my hon. Friend to ensure that end. He will be aware, however, that funding has increased enormously over the past 12 years. We are committed to reducing the gap between school sixth forms and comparative further education colleges. We want to do that, and we have had success and made inroads into the issue, but we are looking at it still further.

Section 52 of the School Standards and Framework Act 1998 requires local authorities to prepare a statement containing information relating to their planned expenditure as prescribed before the beginning of each financial year and at the end of each financial year a statement of the expenditure actually incurred in the year in a prescribed form. The prescribed forms are currently set out in the Education (Budget Statements) (England) Regulations 2008 (as amended) and the Education (Outturn Statements) (England) Regulations 2009. The Apprenticeships, Skills, Children and Learning Bill currently before Parliament includes provision's to replace Section 52. In addition, the Consistent Financial Reporting (England) Regulations 2003 (as amended) require maintained schools to prepare a financial statement in accordance with approved headings and in compliance with the normal established accounting practices of the local education authority. Copies of these returns are sent to the Department. The financial data are validated and published.The local authority information is published on the section 52 website:"http://www.dcsf.gov.uk/localauthorities/section52/subPage.cfm?action=section52.default&ID=58"The Consistent Financial Reporting data underpin the Schools Financial Benchmarking website. This site provides users with the tools to compare their school's income and expenditure profile with that of similar schools so that they can make informed decisions on how to manage their resources effectively. They can tailor their spending and re-allocate resources to ensure that education spending reflects local educational policy and priorities and is effective in delivering them. Benchmarking is not used solely to focus on reducing costs, but to also improve the quality and impact of a school's services. The Financial Management Standard in Schools (FMSiS) was introduced in May 2004 was and is intended to help schools in evaluating the quality of their financial management. An independent evaluation report of FMSiS, published on 21 August 2008, recognised that the standard is helping to provide a consistent approach on resource management across all schools. In line with the recommendations from that evaluation the standard will continue in its current form.Consistent Financial Reporting provides income and expenditure data across a wide range of categories on a consistent basis for all local authority maintained schools in England. It is used within the Department and by external researchers for modelling the impact of new policies.The data underpin the Schools Financial Benchmarking website. This site provides users with the tools to compare their school's income and expenditure profile with that of similar schools so that they can make informed decisions on how to manage their resources effectively. They can tailor their spending and re-allocate resources to ensure that education spending reflects local educational policy and priorities and is effective in delivering them. Benchmarking is not used solely to focus on reducing costs, but to also improve the quality and impact of a school's services.The site is accessed by over 10,000 schools and local authority users each year.

I welcome the Audit Commission report "Valuable Lessons: improving economy and efficiency in schools".There are already a range of tools available to help schools make the most effective use of their resources including financial benchmarking, the strategic planning guide, the Financial Management Standard in Schools and the offer of a free one day consultancy visit on improving value for money.The Education Procurement Centre is working with schools to carry out procurement health checks which help to identify where savings can be made. The e-procurement tool OPEN has been developed to help schools buy products online and compare prices of a range of suppliers.The report supports our position on surplus school balances. It is sound financial management for schools to retain a small surplus from year to year, but revenue funding is primarily for teacher and support staff pay and to support the education of children in school. It should not be needed for capital improvement projects given that separate capital funding is available.Schools and authorities must work to reduce high balances over the next two years. If total revenue balances and the excessive balances held by individual schools do not reduce substantially by 2010-11, the Government will consult on further action from 2011-12 to bring the total down.

This is a matter for the National School of Government. I have asked the principal and chief executive to reply.Letter from Rod Clark, dated July 2009:"In the Written Ministerial Statement to the House on 9 January 2007 (Official Report Col 5WS), the then Parliamentary Secretary for the Cabinet Office (Pat McFadden MP) announced that the National School of Government was now a Non Ministerial Department. Consequently, the Minister for the Cabinet Office has asked me to reply to your Parliamentary Questions about the National School of Government.""The National School has running cost provision in the 2009-10 Main Parliamentary Estimates of £30,395,000 (PQ 283581).""The National School recovers the large majority of its costs from charging for the learning and development and consultancy services that it provides and is expected to earn Appropriations-in-Aid ""of £30,000,000 in 2009-10. £395,000 net funding is provided to the National School via the Parliamentary Estimate (PQ 283582).""The attached table shows the income that the National School received from government departments including agencies and other bodies in the financial years 2006-07, 2007-08 and 2008-09 (PQ 283588). This is a matter for the National School of Government. I have asked the principal and chief executive to reply.Letter from Rod Clark, dated July 2009:"In the Written Ministerial Statement to the House on 9 January 2007 (Official Report Col 5WS), the then Parliamentary Secretary for the Cabinet Office (Pat McFadden MP) announced that the National School of Government was now a Non Ministerial Department. Consequently, the Minister for the Cabinet Office has asked me to reply to your Parliamentary Questions about the National School of Government.""The National School has running cost provision in the 2009-10 Main Parliamentary Estimates of £30,395,000 (PQ 283581).""The National School recovers the large majority of its costs from charging for the learning and development and consultancy services that it provides and is expected to earn Appropriations-in-Aid ""of £30,000,000 in 2009-10. £395,000 net funding is provided to the National School via the Parliamentary Estimate (PQ 283582).""The attached table shows the income that the National School received from government departments including agencies and other bodies in the financial years 2006-07, 2007-08 and 2008-09 (PQ 283588). The income relates to departments:""1. sending staff on the School's open programmes that are contained in our portfolio. Latest information on courses and services is available on the National School website:""http://www.nationalschool.gov.uk""2. commissioning the School to run tailored programmes specifically for the department; and""3. consultancy work.""Some of the tailored work commissioned by departments may involve the attendance on programmes of people from outside the department. In particular, the Department for International Development commissions the School to carry out international work as part of the UK aid programme."

This is a matter for the National School of Government. I have asked the principal and chief executive to reply.Letter from Rod Clark, dated July 2009:"In the Written Ministerial Statement to the House on 9 January 2007 (Official Report Col 5WS), the then Parliamentary Secretary for the Cabinet Office (Pat McFadden MP) announced that the National School of Government was now a Non Ministerial Department. Consequently, the Minister for the Cabinet Office has asked me to reply to your Parliamentary Questions about the National School of Government.""The National School has running cost provision in the 2009-10 Main Parliamentary Estimates of £30,395,000 (PQ 283581).""The National School recovers the large majority of its costs from charging for the learning and development and consultancy services that it provides and is expected to earn Appropriations-in-Aid ""of £30,000,000 in 2009-10. £395,000 net funding is provided to the National School via the Parliamentary Estimate (PQ 283582).""The attached table shows the income that the National School received from government departments including agencies and other bodies in the financial years 2006-07, 2007-08 and 2008-09 (PQ 283588). The income relates to departments:""1. sending staff on the School's open programmes that are contained in our portfolio. Latest information on courses and services is available on the National School website:""http://www.nationalschool.gov.uk""2. commissioning the School to run tailored programmes specifically for the department; and""3. consultancy work.""Some of the tailored work commissioned by departments may involve the attendance on programmes of people from outside the department. I refer my hon. Friend to the answer I gave him on 18 March 2009, Official Report, columns 1178-79W, where I explained that the Department does not require authorities to make returns detailing how they have spent their ABG allocation, or to make reports on performance other than those required under the new local performance framework.LAGBI is also a non-ringfenced grant; we do not therefore collect and hold any specific information on the programmes to which local authorities allocate their funds.
