That this House welcomes the commitment of President Bush to taking forward the US Executive Order of 3rd June 1999 which set out new and tough targets for improving the energy efficiency of 500,000 federal buildings which was the first specific US target tied to greenhouse gas reductions of 30 per cent. below 1990 levels by 2010, and the new US Administration's commitment to a target to double US use of CHP by 2010, all of which requires all federal agencies to improve their energy efficiency by 35 per cent. relative to 1985 levels by 2010 and which mandates federal agencies to expand their use of renewable energy; looks forward to the President's intended legislation to secure these goals and the benefits this will bring to both the US and world economies, consumers and the environment; and also looks forward to ratification of the Kyoto Protocol by the USA, in part based on this US Executive Order of 3rd June 1999.

That this House believes President Bush is both reckless and wrong in his rejection of the Kyoto Protocol; recognises that international action has to reduce carbon emissions on a scale greater than the first stage of Kyoto targets if any impact is to be made on the accelerating rate of climate change; further recognises that, as the world's greatest polluter and consumer of energy, the USA has a duty to lead the way in pollution reduction rather than opting out of it; understands that President Bush is only responsive to measures which threaten American economic interests; and therefore welcomes actions taken by social and environmental movements to impose their own 'pollution tariffs' on the USA by boycotting American products in favour of ones produced on more sustainable economic terms.

That this House notes the launch of the NASA space probe Cassini and its intended mission to explore Saturn and recognises the importance of such missions in order to achieve a better understanding of space and the solar system; notes that Cassini is powered by 73 pounds of plutonium; further notes that NASA intends to slingshot Cassini around the earth at 42,000 miles per hour in August of this year; is concerned about the potential risk to the environment that this previously untried manoeuvre could present if it went wrong and Cassini disintegrated upon entering the earth's atmosphere scattering its plutonium power source around the globe; believes that plutonium is unnecessary as a power source for any space probe; also believes that high efficiency solar cells such as those developed by the European Space Agency would be a far safer alternative; further believes that the proposed Cassini slingshot of the Earth's atmosphere should be cancelled; and calls upon Her Majesty's Government to relay the concerns of this House regarding the proposed Cassini flyby to the US Government and NASA as a matter of urgency and to urge the US Government to cancel this proposed mission.
