Mr. Swinney: To ask the Secretary of State for Scotland if he will list for each project of over £10,000 the programmes funded by (i) Scotland Against Drugs and (ii) the Drugs Challenge Fund in 1997-98 indicating the programmes of over £10,000 which have been commissioned under these headings in financial years 1998-99 and 1999-2000; what is the total proposed budget for (a) SAD and (b) the Drugs Challenge Fund for each of the next three financial years; what are the running costs; and what percentage of total funds will be under the control of the Scottish Parliament. [65939] Mr. Galbraith: [holding answer 18 January 1999]: Funding of £1 million per annum has been made available to Scotland Against Drugs, including £0.5 million for the Drugs Challenge Fund for the years 1998-99 to 2000-01. Running costs for this financial year are estimated at £0.250 million. These funds will come under the control of the Scottish Parliament. The figures correspond to the number of deaths where the substances were mentioned on the death certificate or were identified following investigation. Where, for example, both heroin and temazepam were involved, each will be counted in the table; once under `heroin with other drugs' and once under `temazepam with other drugs'. The figures in brackets are those deaths with a mention of alcohol and are included in the non-bracketed figures. None of these cases is included in line (k) which covers deaths certified as due to alcoholic psychoses, alcohol dependence syndrome, non-dependent abuse of alcohol, alcoholic cardiomyopathy, chronic liver disease and cirrhosis, and toxic effects of alcohol. Data for years prior to 1994 are available but there are undercounts of the types of drugs involved due to the methods of data collection and processing in use at the time. From 1994, a new method was introduced which gives a more accurate count of drug deaths. Data for 1993 are not directly comparable and are provided for information purposes only.
