Mr. Don Foster: To ask the Secretary of State for Transport (1) what plans his Department has made for the implementation of accessibility planning promoted in the Special Exclusion Unit's report `Making the Connections: Transport and Social Exclusion'; and what funding his Department has allocated to local authorities for this purpose; [119133] (2) what the (a) remit, (b) membership and (c) timetable is of the working group set up to examine accessibility, auditing and planning referred to in paragraph 5.33 of the Social Exclusion Unit's report `Making the Connections: Transport and Social Exclusion'. [119137] Mr. Jamieson: The remit of the Central-Local Working Group on Accessibility Planning is to develop, pilot and evaluate aspects of the accessibility planning process and to share good practice. The group comprises representatives from the Department for Transport, Office of the Deputy Prime Minister, Local Government Association, Association of Transport Co- ordinating Officers and Passenger Transport Executive Group. It also includes authorities that have been recognised for work of particular relevance to accessibility planning through the Beacon Council and Centres of Excellence initiatives and authorities that are piloting accessibility planning as part of the Department's research programme. The working group has met three times since publication of the SEU report in February 2003. It has agreed a forward work programme to inform departmental guidance to transport authorities on accessibility planning, to be published next year. Authorities preparing second Local Transport Plans (due in 2005) will be asked to lead accessibility planning and incorporate it into their next LTPs. No additional funding has been provided for this work. The intention of accessibility planning is to ensure that existing funding, for transport, other services and regeneration, is used more effectively to make it easier for people to get access to jobs and key services.

Mr. Don Foster: To ask the Minister of State, Department for International Development what arrangements have been made to ensure delivery of the Millennium Development Goals on water and sanitation in terms of (a) ministerial responsibility, (b) departmental structure and (c) budget allocation. [116841] Hilary Benn: The Secretary of State is the Minister responsible for the delivery of all MDGs. I hold responsibility within the Department for the specific goals on water and sanitation. DFID supports an integrated approach to sanitation, water supply, and hygiene to improve health and combat poverty. Expenditure on specific water sector or related projects and programmes has remained roughly constant over the past three years; estimated at £82 million in 1999-2000, £91 million in 2000-01 and £87 million in 2001-02. However, DFID's budget allocation is managed on a country rather than sector basis; our recent departmental report 2003 provides this information. The work DFID does has regard to what other donors are doing, and to our comparative advantage. In the water sector we have developed a role focused on improving policy. The provision of direct budget support (£296 million in 2001-02) rather than funding projects has given us this leverage, particularly in Africa. A small proportion of the budget allocated through direct budget support may go directly to the water sector, but the main contribution of budget support to meeting the water/sanitation MDGs is through improvements in public sector capacity and governance. We continue to push for the inclusion of sanitation, water supply and hygiene in individual country Poverty Reduction Strategies Papers (PRSPs). DFID also provides funds, which may include spending on water, through a number of multilateral channels. DFID continues to work to ensure aid efficiency and for example, is currently engaged in the EU Water Initiative, which aims to improve the efficiency of existing financing mechanisms for water infrastructure through better donor co-ordination between member states.

[104502] Mr. Jamieson: Ministers and officials in my Department meet regularly with the Strategic Rail Authority about a wide range of issues and receive representations from time to time about the funding of rail freight The SRA's Strategic Plan sets out its proposals to introduce a new Company Neutral Revenue Support scheme later this year. It is also revising its rates for calculating freight grant awards (Sensitive Lorry Miles). The Freight Small Schemes fund is used internally by the Strategic Rail Authority to fund development work and is not available as a source of funding for outside bodies.
