That this House notes with concern that one of the first acts of the new Lab-Lib controlled Kent Education Committee at its first meeting on Friday 18th June was to change policy on grant maintained schools, from one of adopting a neutral stance towards schools seeking to opt out of County Council control to vigorously encouraging them to stay within it; further notes that Lab-Lib 'members also voted to object to applications to opt out'; regards this change of policy as an attack upon parental rights and school based democracy; and urges all schools in Kent, whether within or outside LEA control, to be alert to this new hostile policy.

That this House is concerned by a report from a special working party investigation into the state of Warwickshire County Council's schools which presents a stark picture of underspending and overwork; blames the incompetence of controlling Conservative councillors and uncaring Government Ministers for creating a situation in which provision for children with special needs has been cut, general maintenance has not been done, heads have had to take on extra teaching responsibilities, investigators were told of heads being totally exhausted and unable to afford to be ill, and where staff moral is said to be low following dismissal of some support staff; and further condemns the decision of Conservative councillors voluntarily to slash spending in the first year of the poll tax together with the resulting poll tax capping of the council which has resulted in the majority of children in the county having their education seriously hampered by a lack of resources.

That this House commends the recently revised Approved Code of Practice which followed the Health and Safety (First Aid) Regulations 1981 (Health and Safety at Work etc Act 1974) and which now requires that every employer of more than 50 people should ensure the on site availability of a qualified first aider and believes the same requirement should apply to children in schools; moreover recognises the value of teaching first or emergency aid in schools; applauds the initiative of the St John Ambulance in issuing its publication Emergency Aid in Schools which, accompanied by video, shows how children can be taught a basic course between the ages of 10 and 15 years so that they are competent in assessing emergency situations, restarting breathing and circulation, dealing with bleeding, shock and unconsciousness especially resulting from drug or solvent abuse and burns and scalds and so qualifying for the St John Ambulance Three Cross Emergency Aid Award; and congratulates the six children who this year received the St John Ambulance's Robert Balchin Award for putting these skills to the best possible use by saving or attempting to save life.
