That this House welcomes the Government's proposal to put refillable insulin pen injection devices and pen needles on prescription and notes that this will benefit over 250,000 people who currently have to purchase their own needles; notes however the serious misgivings of the British Diabetic Association about the proposal to blacklist disposable pens that will deprive an estimated 50,000 diabetics of their chosen method of injecting insulin as disposable pens will become prohibitively expensive if only available privately; and therefore calls on the Government to reflect carefully on representations from medical professionals who are concerned that some among the 50,000 affecting diabetics will not be able to switch to refillable pens without requiring assistance or endangering their health in the absence of such help.

That this House calls upon the Secretary of State for Health to acknowledge that insulin-dependent diabetics will require pen needles throughout their entire lifetime; notes that insulin-dependent diabetics have to care for themselves on a day to day basis; notes that diabetics using pen needles benefit from better control of diabetes and are likely to have fewer complications; notes that pen needles are re-used more often than syringe needles; notes that pen devices are more convenient for use by children, the elderly, the visually impaired and stroke sufferers; notes that the present system whereby some patients are provided with needles free through their diabetic clinics but paid for by the NHS is unfair; and calls for an early review of current policy and for provision of pen needles on prescription for all insulin-dependent diabetics.

That this House notes the decision under the previous Tory government to impose 17.5 per cent. VAT on resuscitation training models in March 1997, reversing a decision made at the time of the 1990 Budget that resuscitation training dolls are vital pieces of equipment for the St. John Ambulance and other health charities; notes that it is a nonsense to suggest that these training models are used for any other purpose than a medical one and that thousands of people are taught vital life-saving resuscitation techniques with these models; and in this, the year of the 50th anniversary of the founding of the NHS by a Labour government, calls on the Government to investigate this matter, with a view to restoring zero rating of resuscitation models which will ensure that medical volunteers and professionals are not hampered from learning techniques which will enable them to provide life-saving first aid to current and future generations of British citizens.
