Mrs. Helen Clark: To ask the Secretary of State for Health what targets he has set for improving the waiting times for treatment for opiate dependency (a) in prison and (b) in the community. [97645] Ms Blears: Drug treatment services in prisons are the responsibility of my right hon. Friend the Secretary of State for the Home Department. I understand that the Prison Service has not set a specific target for improving the waiting times for treatment for opiate dependency in prison. All prisoners referred to the counselling, assessment, referral, advice and throughcare service should receive an initial assessment within a target of five days from the point of referral. In December 2001, the National Treatment Agency for Substance Misuse (NTA) developed a programme to tackle the growing problem of waiting times for drug treatment in the community. As part of this process, the NTA set targets on the maximum acceptable waiting times for treatment. The targets are defined by treatment modality, not by the patient's drug of dependence. Opiate dependent patients may be receiving treatment through any of the modalities shown in the table, according to their individual clinical need. [63771] Ms Blears: The Department commissioned an England-wide research project into waiting times for substitute prescribing and in-patient detoxification for opiate users in 2000. The project is due to report this summer. Average waiting times for drug treatment services in 2001 in the areas requested are given in the table. This sets out recommended maximum waiting times for each type of treatment, and the national treatment agency is monitoring the progress of drug action teams in working towards these. [63335] Ms Blears: [holding answer 20 June 2002]: Estimated figures for waiting times for residential rehabilitation from referral to initial consultation are shown in the table. Figures for other treatment modalities are provided as a comparison. These figures were compiled to assist the national treatment agency in setting targets for reducing overall waiting times and are the latest currently available. Figures for 2000-01 are currently being collated and will be available shortly. The targets for treatment services are shown in the table. This information relates to the local authority area, not for each individual agency. _________________________________________________________________________________________________. Paul Flynn: To ask the Secretary of State for Health what was the average waiting time for treatment for drug addicts in (a) the last 12 months and (b) each of the previous five years. [12279] Ms Blears: I apologise to my hon. Friend for the delay in responding to this question. I refer him to the reply that my right hon. Friend the Secretary of State gave my hon. Friend the Member for Blackpool, North and Fleetwood (Mrs. Humble) on 5 March 2002, Official Report, column 192W. We do not hold figures for the years in question. However, the National Treatment Agency (NTA) set targets for waiting times in December 2001 (see table) and asked Drug Action Teams (DATS) to notify the NTA of their current situation and the targets they are setting for this year. NTA regional managers will be working with DATS to identify a realistic workplan for them to achieve the targets over the next two years. The NTA is planning to initiate work with the NHS modernisation agency to work with the worst performers to identify shortcomings in their systems, structures and approach which are inhibiting improvement. The NTA will be issuing guidance in March 2002 to all DATs on setting maximum waiting times for services for 2002-03. _________________________________________________________________________________________________.
