My Lords, I entirely welcome the Minister’s assertion that much of what is great about the NHS is the collaboration with international partners and the private sector. During the pandemic, many things that went well, including the vaccine, relied on that. With a special session of the World Health Assembly next week to discuss new global agreements on pandemic preparedness, what steps will the department be taking to foster international and business collaboration?
My Lords, I entirely welcome the Minister’s assertion that much of what is great about the NHS is the collaboration with international partners and the private sector. During the pandemic, many things that went well, including the vaccine, relied on that. With a special session of the World Health Assembly next week to discuss new global agreements on pandemic preparedness, what steps will the department be taking to foster international and business collaboration?
I thank my noble friend for that important question. International engagement remains crucial to tackling the pandemic and ensuring future resilience. In my first few weeks in the job, I have had a number of meetings, at bilateral, G7 and other levels, to make sure that we are fostering international health partnerships. “It is also really important that we understand the contribution the private sector can make towards making the NHS better for all of us.” Those are the words of Alan Milburn, also a former Labour politician.

To ask Her Majesty's Government, further to the letters from NHS England and NHS Improvement to GP practices dated 17 March 2020 and 4 August 2020, when additional costs related to COVID-19 borne by dispensing GPs will be reimbursed.
Dispensing practices continue to be reimbursed for additional costs related to COVID-19 in the same way as non-dispensing practices. At the beginning of the pandemic the COVID-19 support fund for general practice (GP) reimbursed practices for additional expenditure they incurred for absence cover, bank holiday opening and the costs of some consumables. A further £270 million has been made available from November 2020 until September 2021, allocated to systems and ring-fenced exclusively for use in GP to ensure practices can continue to provide the necessary care for all patients.

We have no plans to do so. NHS Digital has published a transparency notice and privacy notice for the programme, which is available in an online only format.
The Data Provision Notice for the data collection outlines that NHS Digital have responsibility and accountability for the dissemination of data as the Data Controller under the United Kingdom General Data Protection Regulations. Following the deferral of the implementation of the programme for further engagement with stakeholders, the Data Provision Notice has been withdrawn to reflect these discussions.
The Data Protection Impact Assessment for the data collection which details the privacy related risks and mitigations will also be published online following its final assurance processes.

We confirmed on 19 July that data extraction will not now begin until a number of tests have been met. These include creating the technical means to allow general practitioner data that has previously been uploaded to be deleted when someone registers a type 1 opt-out. Patients will have the ability to opt-in or opt-out and that the dataset will always reflect their current preference.

Pre-exposure prophylaxis (PrEP) is routinely available in specialist sexual health services throughout the country. The settings in which PrEP is made available outside of sexual health services, such as general practitioner practices and community pharmacies, will be considered as part of our ongoing work on the development of the Sexual and Reproductive Health Strategy and the HIV Action Plan, which we plan to publish later this year.

Epidemiological studies have shown that long-term exposure to air pollution (over years or lifetimes) reduces life expectancy, mainly due to cardiovascular and respiratory diseases and lung cancer. Short-term exposure (over hours or days) to elevated levels of air pollution can also cause a range of health impacts, including effects on lung function, exacerbation of asthma, increases in respiratory and cardiovascular hospital admissions and mortality.
The Ashworth et al (2021) study adds to the existing evidence base that exposure to air pollution can cause adverse respiratory effects, concluding that short- and long-term exposure to nitrogen dioxide, PM10 and PM2.5 particles are associated with an increase in the daily number of General Practitioner respiratory consultations and inhaler prescriptions.

NHS England and Health Education England are working with the profession to increase the general practice workforce in England. This includes measures to boost recruitment, address the reasons why doctors are leaving the profession, and encourage them to return to practice. As of March 2021, there were 536 more full time equivalent (FTE) doctors and 2,237 more FTE primary care professionals, such as physiotherapists, social prescribers and pharmacists, working in general practice compared to March 2019. The highest ever number of doctors accepted a place in general practitioner specialty training in 2020/21 and from 2021, the Government has committed to increasing the number of training places to 4,000 a year.
