The British Government has no plans to recommend a mediator. Our Ambassador to Eritrea has raised the closure of the Roman Catholic, Protestant and Muslim health centres and schools with the Government of Eritrea, most recently with the Minister for Information on 26 September. We remain concerned at restrictions on religious freedoms and at the 41st Human Rights Council (24 June to 12 July), the UK reiterated calls for Eritrea to respect freedom of religion or belief.

The EU missions in Jerusalem and Ramallah have written to the Israeli authorities, calling on them to 'return the confiscated items to their intended beneficiaries without precondition as soon as possible; otherwise to provide compensation without delay for the dismantled and confiscated assets'. Alongside other EU member states, the UK continues to raise these issues with the Government of Israel.

Officials in our Embassy in Mexico City have regular contact with the Government of Mexico on a range of human rights issues, including freedom of religion or belief; I discussed these matters with the former Mexican Ambassador to the UK in October 2018. In Mexico, we engage with civil society groups, including Christian Solidarity Worldwide, to help inform our understanding of the human rights situation on the ground. Mexico has close to universal access to basic education. We will continue to work with civil society to identify when rare exceptions do occur. We will also continue to engage regularly with the Mexican authorities at ministerial, official and state levels to discuss human rights, and other freedoms, and to support a broad human rights agenda in the country.

We are aware of media reports about the attempted raid on two Palestinian elementary schools in Tuqu village. While we have not raised this specific issue with the Government of Israel, we regularly make clear our concerns about settler attacks to the Israeli authorities.

The right to education is a basic right, and every Israeli and Palestinian has the right to live in peace and security. That is why the UK continues to support education through our funding to the Palestinian Authority and the UN Relief and Works Agency for Palestinian refugees. Last year, UK support contributed towards the salaries of approximately 33,000 public servants under the Ministry of Education and Higher Education, including teachers, helping 25,000 young Palestinians to receive an education. We have repeatedly made clear to the Israeli authorities our serious concern at the increase in demolitions of Palestinian properties and we call on them to cease the policy of demolitions.

We are very concerned at the high numbers of Palestinians killed by Israel Defense Forces (IDF) in the West Bank and Gaza. We have raised the issue with the Israeli authorities, encouraging them to carry out transparent investigations into whether the use of live fire has been appropriate.
The UK has repeatedly made clear to Israel our longstanding concerns about the manner in which the IDF polices protests and the border areas, including use of live ammunition. We will continue to do so.

On 6 February the British Consulate in Jerusalem joined EU heads of missions in issuing a statement expressing strong concerns about the demolition by the Israeli authorities of parts of the school of the Bedouin community of Abu Nuwar. Our Ambassador to Tel Aviv most recently discussed the issue of demolitions of Palestinian property with the Israeli authorities on 22 February. The Minister for the Middle East and North Africa also raised the issue of demolitions with the Ambassador on 27 February. Demolitions and evictions of Palestinians from their homes cause unnecessary suffering to ordinary Palestinians; call into question Israel’s commitment to a viable two-state solution; and, in all but the most exceptional cases, are contrary to International Humanitarian Law.

Our Embassy in Tel Aviv most recently raised the issue of demolitions and their effects with the Israeli authorities on 29 November. I also raised concerns about the demolitions of schools in Area C when I met the Israeli Ambassador on 29 August. As the Minister for the Middle East set out in a Westminster Hall debate on 6 December, the UK position on demolitions is clear: we consider them to be entirely unacceptable and will continue to raise our concerns.

The UK was not asked to sign a letter requesting compensation for Israeli demolition of school facilities for Bedouin communities in the Occupied Palestinian Territories. We understand from press reports that the letter relates to a group of international donors to the Occupied Palestinian Territories Humanitarian Pooled Fund, of which the UK is not part. Officials from our Embassy in Tel Aviv have, however, repeatedly raised our concerns about demolitions with Israeli Ministers and senior officials, and urged them to cease this counter-productive policy. We remain gravely concerned by Israeli proposals to relocate Bedouin population from the E1 area of the West Bank.

I raised the UK’s concerns about the demolitions of schools in Area C when I met the Israeli Ambassador on 29 August. The EU missions in Jerusalem and Ramallah issued a local statement expressing strong concern over recent confiscations, by the Israeli authorities, of Palestinian school structures in Bedouin communities in the West Bank. The statement referred to confiscation of solar panels in Abu Nuwar (9 August), a kindergarten in Badu el Baba (21 August), and the dismantling of an elementary school in the village of Jubbet Adh Dhib close to Bethlehem (22 August). Demolitions and evictions of Palestinians from their homes cause unnecessary suffering to ordinary Palestinians; call into question Israel’s commitment to a viable two-state solution; and, in all but the most exceptional of cases, are contrary to International Humanitarian Law.
