The impact of chicane barriers on the accessibility of footpaths and cycle routes was assessed as part of updating Cycle Infrastructure Design Guidance in 2020 and Inclusive Mobility Guidance in 2021. These documents set out good practice on the design of access barriers. Active Travel England’s design toolkits include specific tests on the acceptability of barriers on new or upgraded routes.

As the AUKUS Defence Ministers announced earlier this month, in identifying collaboration opportunities for AUKUS nations to work with other states on advanced capability projects under Pillar 2, we will take into account factors such as technological innovation, financing, industrial strengths, ability to adequately protect sensitive data and information, and impact on promoting peace and stability in the Indo-Pacific region.

I thank my hon. Friend for championing businesses in her constituency. We are putting £3.8 billion into skills training for people who work for businesses, which is important. We are also improving skills for entrepreneurs and business owners through our help to grow management programme—it can be found on the help to grow webpage—a 12-week mini-MBA, which is 90% funded by the Government. We also have “Help to Grow: Management Essentials”, which offers two hours of totally free online training for aspirant new business owners.

In accordance with the rest of the international community, with the sole exception of Turkey, the UK does not recognise the self-declared "Turkish Republic of Northern Cyprus" as an independent state. Under the Chicago Convention, only the Republic of Cyprus may designate Cypriot airports for international flights. It has not done so for Ercan airport. As such, it is not possible to fly directly between the UK and the north of Cyprus. Ministers have not discussed this topic with the Cypriot government or Turkish Cypriot administration. The FCDO does not hold data on arrivals to Ercan airport.

Female genital mutlilation (FGM) should be illegal. I [Minister Mitchell] spoke to The Gambia's Foreign Minister on 9 April to relay the UK's deep concern about the progress in The Gambia's National Assembly of the bill that would legalise FGM. I highlighted the serious implications if the bill were to become law, including for The Gambia's international reputation. The UK continues to engage broadly through regular contact with senior Gambian Government officials and other stakeholders. We are working with international partners to coordinate and complement messaging and activity.

Great British Railways Transition Team (GBRTT) are currently working with a specialist property agent to identify a suitable location to house GBR’s HQ. GBRTT have collaborated closely with Derby-based partners including the City Council to create a shared vision for the HQ which includes creating value for customers and supporting local communities in and around the city. On 15 April, GBRTT opened its second office in Derby to host innovation, collaboration, and engagement sessions with partners in the rail industry. The office will serve to establish a footprint in Derby before the launch of GBR.

Outdated laws are allowing child sexual predators and offenders to enter or leave our country while in possession of illegal material on their digital devices because Border Force does not have the power to access them. Will my right hon. Friend work with his colleagues in the Ministry of Justice to consider the merits of a new offence of wilful obstruction, under which an individual could be prosecuted if they fail to unlock their devices to allow them to be properly searched?

I thank my hon. Friend for her work in this area. The issues that she raises are of direct importance to intelligence gathering
and child protection. My officials have been working closely with Border Force to ensure that its powers keep pace with the digital age. When the next legislative opportunity arises, if not before, we will carefully consider giving Border Force powers to compel individuals to submit to searches of their devices, if they are suspected of holding child sexual abuse material.

The National Institute for Health and Care Research commissioned the Early Aortic Repair in patients Needing Endovascular/Open Surgery for Type B Aortic Dissection (EARNEST) trial to test the effectiveness of a surgical treatment for aortic dissection. NHS England received an Excess Treatment Cost funding request for this trial, and at the end of February 2024 they confirmed this funding in principle with the trial team. This will now enable the trial team to continue to progress the set-up phase for the study, and to subsequently begin recruitment.

To ask the Secretary of State for Environment, Food and Rural Affairs, what his Department's planned timetable is for consultation on activity regulations under the Animals (Low-Welfare Activities Abroad) Act 2023.
The Animals (Low-Welfare Activities Abroad) Act 2023 provides a framework for the introduction of future bans on the advertising and offering for sale, in England and Northern Ireland, of low-welfare animal activities abroad.
Future decisions on which specific animal activities will fall in scope of the advertising ban will be evidence-based and subject to Parliamentary scrutiny. Sufficient, compelling evidence will be required to demonstrate why any specific advertising ban is needed.
This Government continues to make animal welfare a priority and we are currently exploring a number of options to ensure progress as soon as is practicable.

I understand my Hon. Friend’s keen interest in this matter and was pleased to meet with her to discuss this in October. As she is aware, this is a devolved matter. The lifecycle emissions of individual plants depend strongly upon the efficiency of generation, supply chains, production techniques, agricultural practices, and transport distances. Typical values in CO2 equivalents for the UK are Wood: 96 kg/MWh, Coal: 968 kg/MWh, Natural gas: 411 kg/MWh and Nuclear: 12 kg/MWh.
