Member, and a copy of his response has been placed in the House Libraries.Letter from Michael Wilshaw dated 25 April 2012:"Your recent parliamentary question has been passed to me, as Her Majesty's Chief Inspector, for response.""Since 2005, maintained school inspections have been carried out under section 5 of the Education Act 2005—and, more recently, the Education Act 2011 (since 1 January 2012). Ofsted records all judgements made by inspectors in section 5 inspections, including the judgement for overall effectiveness of the school.""Currently no official statistics are available that report on the outcomes of the new inspection framework, which was introduced in January 2012. Data about inspections for the period 1 January 2012 to 31 March 2012 are due to be released on the Ofsted website on 12 June 2012.""However, some management information on the new framework has been released. This provides an early indication of the outcomes of inspections under section 5 of the Education Act 2011 which took place in the first three weeks of January 2012. The figures have not undergone the same rigorous level of quality assurance as official statistics, and cover a relatively small number of schools. Table 1, below, provides a summary of the overall, effectiveness judgement of schools inspected between 6 January 2012 and 20 January 2012.""A copy of this reply will be placed in the library of both Houses."

We deliberately set out to inspect a greater proportion of previously satisfactory or inadequate schools each year and a smaller proportion of ""previously good or outstanding schools. The sample of schools inspected is therefore skewed and means that comparisons between years should be treated with caution as some changes are due to the very different sample of schools inspected during the different periods.""In September 2010, Ofsted deferred the inspections of previously outstanding schools and as a result of the Education Act 2011 is no longer routinely inspecting previously outstanding schools. These judgements are then taken into account, along with the school's promotion of the pupils' spiritual, moral, social and cultural development, as inspectors make their judgement on the school's overall effectiveness.""In judging pupils' achievement in secondary schools, inspectors take account of both pupils' past attainment and progress, and the quality of learning and progress seen in the school on inspection. In considering past performance, inspectors evaluate previous years' results in GCSE and equivalent examinations compared to figures and indices which show the pupils' progress against progress measures which are benchmarked nationally.""Pupils' attainment in the English baccalaureate is not one of the key measures that inspectors currently consider as a matter of course when assessing pupils' achievement under the new inspection framework. The English baccalaureate is not a statutory requirement for schools. Many schools currently do not enter all pupils for the requisite subjects so that performance in the English baccalaureate is more a reflection of individual schools' curriculum policies rather than a measure of pupils' attainment. Friend, and a copy of her response has been placed in the House Libraries.Letter from Miriam Rosen, dated 28 November 2011:"Your recent parliamentary question has been passed to me, as Her Majesty's Chief Inspector, for a response.""The Education and Inspections Act 2006 section 117 (1) requires Ofsted to carry out its functions in ways which encourage the services we inspect and regulate to be user-focused. In addition, section 117 (2) also requires Ofsted to have regard to the views expressed by relevant persons about the services we inspect. In fulfilling these requirements Ofsted is committed to ensuring that the views of parents and carers are taken into account when deciding how and when to inspect. In addition, Ofsted engages with parents and carers during inspections in order to take their views into consideration and help inform the judgements made by inspectors. This includes, for example, Ofsted's inspections of childcare and early education as well as those of schools.""Under section 7 of the Education Act 2005 the Chief Inspector has a specific duty to have regard to any views expressed by the parents of registered pupils during inspections of maintained schools. Parents are contacted by letter and asked to inform the inspection team of their views about the school. They can inform inspectors in a variety of ways, including a confidential parents' and carers' questionnaire. Inspectors take these comments and responses into account as they carry out the inspection. In 2010/11 Ofsted received responses from parents or carers of over one-quarter of the pupils in the schools inspected.""Our analysis shows that overall; parents remain very positive about the quality of education that their child receives. An analysis of 315,182 parental questionnaires returned from 3,679 inspections carried out in 2010/11 shows that 94% of the parents who responded were positive overall about their child's schooling. These results are consistent with the previous year, when 93% expressed a positive opinion overall. The lowest proportion of strongly positive comments came in response to the question, 'The school takes account of my suggestions and concerns', but even here 85% of parents either agreed or strongly agreed with the statement. For the most part, parents who responded to the questionnaire are positive about how schools manage behaviour. As one might expect, this figure varies according to the overall quality of behaviour at the school. Parents in schools where behaviour was judged inadequate or satisfactory are three times more likely to think that the school does not deal effectively with poor behaviour than parents in schools where behaviour was judged outstanding.""The new framework for the inspection of maintained schools and academies from January 2012 places a strong focus on the views of pupils, parents and staff. In addition, Ofsted recently introduced Parent View, an online questionnaire that will—for ""the first time—allow parents and carers to give their views on their child's school at any time of the year. Parent View has been produced with the assistance of a panel of parents who contributed to the shaping of the questions and the way the site functions. The questionnaires will cover a range of topics including quality of teaching, bullying and levels of homework, allowing parents to rate their child's school's approach to each issue, with a final question as to whether or not they would recommend the school to other parents. The questions were carefully chosen to ensure that they cover a range of issues which are important to parents but are equally designed to provide Ofsted with the right information to support decisions about inspection.""Ofsted also actively seeks the views of parents and carers as part of the consultation process when developing new frameworks. 615 members of the Ofsted parents' panel, an online panel of parents whose children attend maintained, schools or use registered childcare, responded to a questionnaire about the proposals."

Ofsted records all judgements made by inspectors in section 5 inspections, including the judgement for overall effectiveness of the school.""Maintained schools inspected under section 5 include nursery, primary, secondary (including academies and city technology colleges), special schools and pupil referral units.""Table A below shows the number of maintained schools judged to be outstanding for overall effectiveness at their section 5 inspection during the academic years 2007/08 to 2009/10 inclusive in Worcestershire local authority and Redditch constituency. Equivalent data have also been provided for England for context, and the table shows the total number of inspections in each of these areas in each year.""In September 2009, Ofsted implemented a policy of more proportionate inspection using risk assessment as an aid to scheduling the inspection of good and outstanding schools. We deliberately set out to inspect a greater proportion of previously satisfactory or inadequate schools each year and a smaller proportion of previously good or outstanding schools. Ofsted records all judgements made by inspectors in section 5 inspections, including the judgement for overall effectiveness of the school.""In 2008/09 and 2009/10 maintained schools inspected under the section 5 framework include nursery, primary, secondary (including academies and city technology colleges), special schools and pupil referral units.""In Cumbria there were 96 maintained school inspections in 2008/09, of which 7 schools inspected were judged outstanding for their overall effectiveness. In 2009/10 there were 104 maintained school inspections, of which 11 schools inspected were judged outstanding for their overall effectiveness. Table A below shows this information by parliamentary constituency.""In the North West government office region there were 1,003 maintained school inspections in 2008/09, of which 216 schools inspected were judged outstanding for their overall effectiveness. In 2009/10 there were 898 maintained school inspections, of which 116 schools inspected were judged outstanding for their overall effectiveness.""In 2008/09 there were 7,065 maintained school inspections in England, of which 1,327 schools inspected were judged outstanding for their overall effectiveness. In 2009/10 there were 6,171 maintained schools inspections, of which 782 schools inspected were judged outstanding for their overall effectiveness.""Ofsted releases the outcomes of maintained school inspections as official statistics three times a year on the website. Friend and a copy of her letter has been placed in the House Libraries.Letter from Christine Gilbert, dated 15 November 2010:"Your recent parliamentary question has been passed to me, as Her Majesty's Chief Inspector, for response.""In addition to Her Majesty's Inspectors, Ofsted directly employs regulatory inspectors who inspect social care provision and undertake regulatory activities relating to that provision.""A recruitment campaign in May 2010 for regulatory inspectors set out the following qualifications and experience as essential requirements for applicants:""a recognised social work qualification or a professional qualification relevant to working with children which must be at a minimum level 4 (NVQ level 4 or equivalent);""significant knowledge of social care regulations and standards including a wider knowledge of social care practice and legislation;""a robust knowledge of child protection and safeguarding of children.""In addition to the HMI and social care regulatory inspectors who work directly for Ofsted, the Inspection Service Providers, who are contracted to Ofsted to undertake inspections, employ inspectors as follows:""(i) Additional inspectors inspect schools, learning and skills and initial teacher education providers. The contractual obligations on the Inspection Service Providers require them to ensure that all inspectors are fit and proper to inspect on Ofsted's behalf. They must have credibility and up to date professional knowledge and will normally have gained a degree or an equivalent qualification. They are expected to have appropriate experience, usually drawn from a number of years in a senior management position in an education or other relevant setting or service. In addition, they need to have competence in the use of information technology and a clear enhanced criminal records bureau check that is refreshed every three years. Prior to appointment, all inspectors must provide employers' references and participate in a medical assessment to ensure they are fit for the work they are to undertake.""(ii) Early years inspectors carry out inspections of providers of early years and childcare against regulations and quality standards for the Early Years Foundation Stage. Nearly all of the inspectors currently working for the Inspection Service Providers were until 1 September 2010 directly employed by Ofsted, They must have a full professional qualification in early education, care or regulatory work, or equivalent knowledge and experience. For those inspectors without a degree, Ofsted established a successful programme to assist in helping them study for one. Friend and a copy of her response has been placed in the Libraries.Letter from Christine Gilbert, dated 22 July 2010:Your recent parliamentary question has been passed to me, as Her Majesty's Chief Inspector, for response."There are considerable variations in attendance rates for schools in similar, challenging contexts, with high levels of pupil mobility, and these are often related to the quality of their strategies to reduce absence and promote regular attendance. Regular attendance is a critical factor in ensuring that pupils are able to learn effectively, make good progress and stay safe. While there is a clear statistical link between attendance and levels of social deprivation, it is important that this does not detract from the school's determination to secure good attendance however difficult the circumstances.""Inspectors exercise professional judgement when considering the extent to which overall attendance rates are affected by the poor attendance of a transient group of pupils. Inspectors evaluate the impact of the school's efforts to improve the attendance of pupils who are frequently absent and this is likely to be reflected in their judgement about the quality of the care, guidance and support provided by the school.""Many parents take extended family holidays during term time. Inspectors cannot ignore this type of absence and there are wide variations in how well this is managed by schools. When schools have built strong and productive partnerships with parents which help them to support their children's learning, holiday absence is less likely to be a serious problem. Positive and proactive action on the part of the school may then reflect favourably on the judgement about the school's leadership and management, including the specific judgement about the effectiveness of its engagement with parents and carers.""Inspectors are sensitive to the particular circumstances of schools which include the children of service personnel. It is Ministry of Defence practice to grant a two-week period of rest and recreation for personnel returning from active deployment. For those with young families, this usually means them wanting to take their children out of school for all or part of this. Inspectors take account of the impact these arrangements when making a judgement on attendance in such schools.
