Dr. Godman: To ask the Secretary of State for Scotland if he will make a statement about the prior options review of the Registers of Scotland Executive Agency. [80169] Mr. Dewar: A prior options review of the Registers of Scotland Executive Agency was carried out recently for my Department. The review concluded that there will continue to be a need for a function to maintain a register of title to land with the power to make independent decisions in cases of dispute, and recommended continuation of both Agency and Trading Fund status. Extensive recommendations on issues such as governance and target setting were made to enhance the strategic management of the Agency and to improve its commercial approach. I have accepted the recommendations on Agency status and on improvements to the coverage and stringency of the Agency's targets, which will be revised as soon as possible. I have not, however, accepted the review's recommendation that decisions on the Agency's accommodation strategy should be brought forward. As recently as last November, I agreed that the Agency should maintain its presence in its existing, or similar, locations in Edinburgh and Glasgow until 2007. This option will have the least impact on the Agency's productive capacity at a time when it will be undertaking the major task of completing the extension of the Land Register to the whole of Scotland. The recommendations on Trading Fund status, governance arrangements and the future strategic management of the Agency will be considered by Ministers of the Scottish Executive and the Scottish Parliament. Interim arrangements have been made to continue Trading Fund status until 31 March 2000. From 1 July 1999 this will be a matter for the Scottish Parliament.

[74472] Mr. Dewar: [holding answer 9 March 1999]: No members of task forces or policy reviews established since 1 May 1997 were recruited by way of public advertisement. Most task forces and reviews are short- term bodies established to give thorough consideration to important and difficult issues. External members are invited to sit on some task forces and reviews because they are able to contribute specific experience and expertise. In such cases, public advertising would be inappropriate and disproportionate. Since 1 October 1998, appointments to those task forces which qualify for classification as advisory non-departmental public bodies have come within the remit of the Commissioner for Public Appointments. Mr. Russell Brown: To ask the Secretary of State for Scotland if he will make a statement about the outcome of the first stage of the policy and financial reviews of the Scottish Consultative Council on the curriculum and the Scottish Council for Educational Technology. [73540] Mrs. Liddell: The `prior options' studies of the Scottish Consultative Council on the Curriculum (SCCC) and the Scottish Council for Educational Technology (SCET) began in December 1997. These studies raised issues of sufficient importance that a consultation document seeking comments on options for the future of both bodies was issued in October 1998. Responses were received from over 80 organisations and individuals. The outcome of the consultation was unanimously in favour of integrating the development of curriculum and ICT materials and there was a majority view that advice on the curriculum and ICT should be located in one body. I have concluded that there is a continuing need for independent advice and the development of materials relating to both the curriculum and ICT. I have agreed, in principle, that the best way of achieving that is the merger of SCCC and SCET. I am therefore setting up a Merger Action Group to develop a detailed plan for the merger to be presented to the Scottish Executive by 15 September this year. The membership of the Action Group will be drawn from both bodies and will include others from the education sector. It will be chaired by a senior member of HM Inspectorate of Schools. From 1 July 1999 this will be a matter for the Scottish Parliament.

Mr. Nigel Griffiths: To ask the Secretary of State for Scotland if he will make a statement about the forthcoming policy and financial management review of the Royal Commission on the Ancient and Historical Monuments of Scotland. [66484] Mr. Dewar: As part of the Government's programme of periodic reviews of non-Departmental Public Bodies, I announced to the House on 19 May 1998, Official Report, column 336, our proposal to move forward with a review of the Royal Commission on the Ancient and Historical Monuments of Scotland. The first stage of the review has been completed. This addressed major issues of principle. The report has established that (a) there is an overwhelming need and demand for continuation of the Royal Commission's core functions, principally surveying and recording the man-made environment of Scotland and maintaining and curating the National Monuments Record of Scotland; (b) privatisation or contracting out of the entirety of the Royal Commission's activities is not feasible, although opportunities will continue to be taken to contract out discrete areas of work where this is cost-effective; (c) there are arguments for and against rationalisation or merger with other organisations dealing with built heritage or public record functions; in the absence however, or significant cost savings or a demonstrable increase in efficiency, the balance of advantage lies with the status quo; and (d) there is a continuing role for the Royal Commission and local authorities to play at the national and local levels respectively. I have arranged for a copy of the report to be placed in the Libraries of both Houses. With these issues of principle now resolved, the second stage of the review will examine a number of organisational, management and finance issues. This will encompass the public services dimension to the Royal Commission's activities and liaison with local government. I am writing to the Royal Commission's Chairman informing him that we concur with the report's conclusions.
