Mr. Luff: To ask the Chancellor of the Exchequer if he will make a statement on the conclusion of Professors Oswald and Blanchflower, on page 4 of the second report on Calculating an Appropriate Regional Funding Adjustment for Worcestershire on the stance of the Office of National Statistics on access for researchers to check the Government's calculations relating to the Area Cost Adjustment. [177066] Ruth Kelly: The information requested falls within the responsibility of the National Statistician, who has been asked to reply. Letter from Len Cook to Mr. Peter Luff, dated 23 June 2004: As National Statistician I have been asked to reply to your recent question on the conclusion of Professors Oswald and Blanchflower on the stance of the Office of National Statistics on allowing access for researchers to check the Government's calculations relating to the Area Cost Adjustment. (177066), Professors Oswald and Blanchflower conclude that a decision has been made by ONS not to release micro-data from the New Earnings Survey (NES) and the Labour Force Survey (LFS) in order to prevent researchers from checking the government's calculations of the Regional Funding Adjustment. No such decision has been made. On the contrary, ONS policy is to support statistical research in the academic community by supplying micro-data in as much detail as possible, within any legal constraints and with respect to the duty of confidence owed to survey respondents. Access to confidential NES micro-data is covered by legislation, including the Statistics of Trade Act (1947), and there is no provision to allow access for the research that Professors Oswald and Blanchflower would like to perform. Non-disclosive, fully anonymised NES micro-data is not covered by legislation can be provided to researchers on request. However, the measures taken to prevent disclosure include the removal of small area geographical indicators, which may make the data unsuitable for Professors Oswald and Blanchflower's purposes. ONS offers secondments to researchers working on behalf of ONS for purposes consistent with the aims of National Statistics and of benefit to ONS. As secondees to ONS, these researchers may use the ONS Business Data Linking research facility which holds identifiable, disclosive, disaggregated NES datasets. Professors Oswald and Blanchflower may wish to explore this option further and should contact Prabhat Vaze at ONS (telephone 020 7533 5905) for further information. The Labour Force Survey is voluntary, and not governed by legislation. However, information collected in the survey is confidential and subject to the common law duty of confidentiality and the Data Protection Act (1998). The obligation of confidentiality is reinforced by a pledge given to survey respondents, which states that no identifiable information they provide will be passed to any government department or member of the public. Non-disclosive, fully anonymised LFS micro-datasets are available at the UK Data Archive and are available to the academic research community. However, as for the NES, small area geographical indicators have been removed to prevent disclosure, which may make the data unsuitable for Professors Oswald and Blanchflower's purposes. The Business Data Linking research facility does not presently hold any LFS microdata. Supporting research is one of the aims of National Statistics, but data access arrangements are bound by the National Statistics Code of Practice and Protocols and by legal and professional constraints that may limit access to confidential data. Compliance with these statutory and common law duties does not constitute a decision to prevent researchers' access to data. It is critically important that these obligations are met, in order to maintain public confidence in the integrity of official statistics and the security of the confidential data on which they are based. Failure to do so would undermine participation in future data collections, reducing the reliability and value of official statistics for all users. In comparison to National Statistics Institutes in other countries, ONS goes to great lengths to enable the use of its microdata for research purposes. We recognise that access to microdata by reputable researchers (within the legal and professional constraints discussed above) adds much to the value and trust of official statistics. It is therefore disappointing that my office's application of these constraints has been subject to criticism.

(157219) The data published in the First Release `Profitability of UK Companies' is from annual benchmark data based on tax returns provided by the Inland Revenue two years in arrears. Growth rates derived from the Quarterly Profit Inquiry are then applied to this data with the results reported in the above release. The number of companies sampled for the Quarterly Profits Inquiry for the fourth quarter of 2003 was 1,607. Of these for the year 2002: 5.8 per cent. had a turnover of less than £1 million; 35.5 per cent. had a turnover of between £1 million and £19,999,999; 11.3 per cent. had a turnover of between £20 million and £49,999,999; 8.9 per cent. had a turnover of between £50 million and £99,999,999; 38.5 per cent. had a turnover of over £100 million. The sample selection for the Quarterly Profit Inquiry is based on number of employees and normally consists of between sixteen hundred and seventeen hundred companies. Respondents are not asked to supply data on turnover for the Quarterly Profits Inquiry but information on this can be obtained from the Inter Departmental Business Register.

Letter from Len Cook to Mr. Farrelly dated 19 November 2003: As National Statistician I have been asked to reply to your recent question relating to research commissioned on average household incomes by (a) parliamentary constituency and (b) local education authority in (i) England and Wales, (ii) Scotland and (iii) Northern Ireland. The Office for National Statistics (ONS) has not commissioned any research on average household incomes by parliamentary constituencies or by local education authorities. However, estimates of average household income and household disposable income are available at regional, sub-regional and local area levels (NUTS levels 1, 2 and 3 respectively), and were published in a news release on 26 March 2002, available on the National Statistics website at: http://www.statistics.gov.uk/pdfdir/ reg0302.pdf. In most cases, NUTS level 3 areas are groups of administrative areas that are also local education authorities, but this is not the case throughout the UK. ONS has also conducted work to develop estimates of average incomes at the ward level, and the results should be published within the next three months. However, these estimates cannot simply be aggregated to parliamentary constituencies or local education authorities. These results will be the best estimates at the ward level, and to produce the best estimates for parliamentary constituencies or local education authorities, different methodologies are likely to be more appropriate. I understand that there is work carried out by the devolved administrations in Scotland and Northern Ireland on household incomes at various geographic levels.

Letter from Colin Mowl to Mr. Jim Cunningham, dated 17 November 2003: The National Statistician has been asked to reply to your recent question concerning what research the Chancellor of the Exchequer has commissioned on cancer survival rates in the United Kingdom compared with other EU countries. I am replying in his absence. (133894) Comparable statistics on cancer survival in the UK and most other EU countries have been produced in three studies funded by the European Commission (the EUROCARE studies). Cancer registries in the UK, including staff from the National Registry at ONS, have been involved in these studies since they began in 1989. The results indicated that survival was generally highest in Sweden, the Netherlands, France and Switzerland, and lowest in Estonia, Poland, Slovakia and Slovenia. Survival in the UK and Denmark was lower than in other western European countries for common tumours such as those of lung, breast, stomach, large bowel, prostate and kidney. However, international differences in survival were not large for tumours amenable to cytotoxic therapy, such as testicular cancer and Hodgkin's disease. Government plans for funding cancer research were published in the NHS Cancer Plan in September 2000; copies of which are available in the Library. The Plan acknowledged that "survival rates for many of the major cancers lag behind the rest of Europe".

This data is derived from the Labour Force Survey (LFS) and is only available from Spring 2001, when the last major change to the Standard Occupational Classification (SOC2000) was implemented. Estimates for previous years have not been given as they are not available on a consistent basis. This is because the Standard Occupation Classification (SOC)2000 classification was introduced to the LFS in spring (March to May) 2001 and is not comparable with the SOC90 classification used in earlier periods. Letter from Len Cook to Mr. Stephen O'Brien, dated 8 September 2003: As National Statistician and Registrar General for England and Wales, I have been asked to reply to your recent question asking about research into the effectiveness of the Census. (127405) Work is continuing within the Office for National Statistics (ONS), taking account of the evaluation of all aspects of the 2001 Census, to gain in particular, a better understanding of differences between the Census results and the previous mid-year population estimates. This research is wide ranging, including address- matching studies in Westminster and Manchester, a review of migration statistics and comparisons of census results with national and local administrative data sources. ONS recently published `A demographic statistics service for the 21st century', a wide ranging review of population statistics issues that set out the areas for development in the next decade. More specific research into the future of the census is also underway, considering the modifications that could be made to a traditional census, taking account of the lessons from the 2001 Census and the potential of new technologies. Alternatives to the traditional census approach are also being explored including: a rolling census, covering successive sections of the population each year; a sample census, only covering a percentage of the population; producing statistics from existing person-based data held by government for administrative purposes; or some combination of these. The first phase of this research will result in recommendations being published in late 2003.

[56913] Ruth Kelly: The information requested falls within the responsibility of the National Statistician who has been asked to reply. Letter from Len Cook to Mr. Gordon Prentice, dated 20 May 2002 As National Statistician I have been asked to reply to your recent question asking what steps are being taken to revise government statistics to take account of recent research into human longevity. (56913) The Office for National Statistics keeps abreast of international research into shifts in aging, and is able to increase the analytical understanding we have through publishing measures of healthy life expectancy. We are also a significant contributor to the major UK social research programme into influences on aging. Population projections for the United Kingdom and its constituent countries are prepared by the Government Actuary's Department at the request of the Registrars General of England and Wales, Scotland and Northern Ireland. The assumptions used for these are agreed in consultation with the statistical offices of the four constituent countries. A range of projections are then published, based on agreed variations in the assumptions made about mortality, fertility and migration. The Government Actuary's Department last year carried out a review of the methodology for projecting mortality in these projections as part of the National Statistics Quality Assurance review programme. The review report, published in December 2001 (available of the National Statistics website at www.statistics.gov.uk/methods-- quality/quality--review/population) compares the performance of several methods of projecting future mortality and concludes that the method currently used outperformed the other methods assessed in terms of accuracy. However, several recommendations were made to improve the current methodology. The Government Actuary's Department will take the recommendations of the review and the findings of all relevant recent research into account when setting the assumptions for future population projections.

(36412) The Office for National Statistics (ONS) conducts an annual survey of UK Government Department's research and development (R&D) expenditure, from which the amount of R&D performed within Government establishments is available at Government Office Region (GOR) level. Figures for 1995 to 1999, by nation and GOR, can be found in the ONS publication Regional Trends, Chapter 13.9 as follows: 1995 Regional Trends 32, 1997 1996 Regional Trends 33, 1998 1997 Regional Trends 34, 1999 1998 Regional Trends 35, 2000 1999 Regional Trends 36, 2001. Government funding into business enterprise R&D expenditure at GOR level is available from the annual survey of UK Business Enterprise R&D survey. Figures for the years 1995 to 2000 are shown in the attached table. Data for Government investment in other sectors of the economy (Higher Education and the Private Non-Profit sectors) are not available at a regional level. Total UK Government funding of R&D can be found in the ONS Gross Domestic Expenditure on Research and Development First Release published in March every year.
