To ask the Secretary of State for Science, Innovation and Technology, what assessment he has made of the impact of pharmaceutical and medical device R&D site closures on the trends in the levels of UK’s scientific research capacity since 2010.
To ask the Secretary of State for Science, Innovation and Technology, what assessment he has made of the impact of pharmaceutical and medical device R&D site closures on the trends in the levels of UK’s scientific research capacity since 2010.
The Government has made no formal assessment of the impact of pharmaceutical and medical device R&D site closures on trends in the UK’s scientific research capacity since 2010.
The Government does monitor the health of the UK life sciences sector, including R&D performed by UK businesses. Office for National Statistics data shows £9.3 billion of pharmaceutical R&D was performed by UK businesses in 2024, accounting for almost 17% of all R&D undertaken by UK businesses.
We are actively working with industry to boost the UK’s competitiveness and significantly grow the volume of private sector R&D and manufacturing in the UK over the next decade. For instance, the up to £520 million Life Sciences Innovative Manufacturing Fund and the pilot £50m Transformational R&D Investment Fund, which are supporting companies like UCB to invest in innovative early manufacturing in the UK.

The Medicines and Healthcare products Regulatory Agency launched an International Recognition Procedure for medicines in January 2024. The MHRA, with the support of the Office for Life Sciences and Department of Health and Social Care, is continuing the development of an international reliance framework for medical devices. The MHRA published on 22 July the government response to the consultation on Medical Devices Regulations, which address international reliance for medical devices. The MHRA intends to implement three international reliance routes for medical devices and intends to consult further on the international reliance routes for CE-marked medical devices.

The Department for Science, Innovation and Technology offers support to all regulators through its Regulators’ Pioneer Fund, which is used for initiatives which improve the regulatory environment for innovation and investment. DSIT is contributing further to the development of the regulatory framework through its funding, alongside the Medicines and Healthcare products Regulatory Agency, Innovate UK and the Medical Research Council, of the Centres of Excellence for Regulatory Science and Innovation. Finally, the Regulatory Innovation Office has been working with DHSC, MHRA and other regulators to address the regulatory barriers to the development and adoption of AI and digital in healthcare.

The Government continues to fund the Health Innovation Network to support health and social care teams to identify, test, and scale new solutions – including new health technologies – to major NHS challenges. Since 2018, HIN programmes have created or secured over 10,000 jobs and provided bespoke support to thousands of SME innovators, contributing >£2.6bn to UK economy with a 3:1 return on investment.
Other Government-funded regional networks include the NIHR Research Delivery Network, which enables the health and care system to attract, optimise and deliver research across England. This includes supporting the delivery of research funded by health technology SMEs.
The UK has an exceptional record of innovation in medical technology. There could not be a more exciting time for the sector; we are extending the length and quality of human life, and solving rare diseases, with the help of the Medical Research Council’s £650 million grant this year.

The north-east has a fantastic life sciences sector, with 7,000 people working in it and a unique combination of medical and technology assets, networks and academic expertise. However, with business investment at record lows, what are the Government doing to ensure that our brilliant research and development is transferred into real manufacturing jobs?

As the hon. Lady will know, the Government are investing in medical manufacturing. I would be happy to meet her or businesses in her constituency to make sure that they can access those funds. However, it is only the good stewardship of our economy that has allowed us to continue to invest record amounts in research and innovation in the UK.
