The Government provided councils with £310 million in funding for the Homelessness Prevention Grant in 2021/22. They can use this funding flexibly to meet their homelessness and rough sleeping strategies – for example, to offer financial support for people to find a new home, to work with landlords to prevent evictions or to provide temporary accommodation, among other preventative measures.
In October 2021 the Government provided a £65 million top-up to this funding to help councils prevent those with rent arrears from becoming homeless. Our priority was to get Ukrainians to safety as quickly as possible. Currently the schemes are only available to people fleeing conflict in Ukraine and is not open to people already in the UK
The Ukraine Family Scheme is intended as a light touch, temporary, extension to the existing family routes which existed before the Ukraine conflict, where public services are funded out of council budgets and the same principle is applied here. Homes for Ukraine on the other hand is a unique scheme that has been set up specifically to support those escaping the conflict in Ukraine who are not able to rely on family support. Councils receive funding of £10,500 for each arrival to meet the additional costs of checks and services.

The department monitors data submitted from councils who are responsible for reporting the number of guests who arrive, the number of “thank you” payments awarded to sponsors and the amount of tariff funding they are entitled to receive. The department expects councils to use the tariff to support costs associated with the scheme and final assurance will be conducted within a reconciliation process at the end of the financial year.

This Government is committed to helping to make the dream of homeownership a reality. Since spring 2010, over 774,000 households have been helped to purchase a home through Government-backed schemes including Help to Buy and Right to Buy. The Government operates a range of relevant schemes which make home ownership more affordable.
More detail on all of these schemes and others including Right to Buy and discounted sales is available on the Government's home ownership website at: www.ownyourhome.gov.uk. The website also contains details of eligibility requirements so that people can identify the scheme most appropriate to their needs.

Through our national design guidance we encourage public spaces, including play areas, to be designed in an accessible and inclusive way.
The Local Government Finance Settlement makes available £54.1 billion in 2022/23 for local government in England, an increase of up to £3.7 billion on 2021/22. The majority of this funding is un-ringfenced in recognition of local authorities being best placed to understand local priorities, such as local playgrounds.

The Government has set out plans which introduce a mechanism for local authorities to rematch Homes for Ukraine guests with new sponsors in certain circumstances. Councils should use the £10,500 tariff to meet all their associated costs (both for providing council services and for administering payments), including rematching costs.

All Ukrainians arriving under either scheme have the right to work and access to benefits and services including Universal Credit. The Department for Levelling Up’s Homes for Ukraine scheme provides additional funding for local authorities. The Ukraine Family Scheme is administered by the Home Office.
