The majority of 2026 council elections are unaffected by local government reorganisation and are going ahead. While staffing decisions are for individual councils who employ electoral services staff, if the Government decides to postpone any elections it does not expect election officials to be made redundant as a result. These officials have responsibilities beyond running elections, including maintaining the electoral register and supporting other council related duties throughout the year.

Councils, as employers, are responsible for managing the staffing implications of Local Government Reorganisation.
In our invitations to councils, we asked areas to set out in their proposals how they will seek to manage transition costs, which we expect to include any staffing implications.
We anticipate that the vast majority of council workers will transfer to new organisations, and workers will be protected by the relevant employment laws, including the Local Government (Structural and Boundary Changes) (Staffing) Regulations 2008.

The department is aiming to reduce the FTE headcount of its Civil Servant workforce from 3,790 as at March 2025 to 3,350 by March 2030. This will be achieved through utilising natural workforce turnover and the already publicised voluntary exit scheme for staff this year. There are no plans to implement either a compulsory or a voluntary redundancy programme to support this aim.

I am aware that the previous government consulted on options to extend freedoms for local authorities to use capital resources and borrowing to address budget pressures as well as other measures. This government will need to carefully consider the options available to support local authorities. The government is aware that current flexible use of capital receipts direction is due to end and intends to update the sector in due course. It is important that all decisions are consistent with putting the sector on an ongoing, sustainable financial footing.

Government is working with the Crawley Economic Recovery Task Force to support Crawley and the surrounding area.
We have provided local authorities with an unprecedented package of support, allocating £4.3 billion of support for spending pressures, including £3.7 billion of un-ringfenced grants and the £600 million Infection Control Fund. Crawley Borough Council have received £1.39 million in emergency grant funding.
We are also supporting local authorities to help local businesses. Government has put forward a package of support for businesses to help with ongoing business costs in recognition of the disruption caused by Covid-19. This includes the Small Business Grants Fund (SBGF), the Retail, Hospitality and Leisure Grants Fund (RHLGF) and the Local Authority Discretionary Grants Fund (LADGF). As of 30 August, Crawley Borough Council have paid out over £12.5 million to 886 business premises under the SBGF and RHLGF. They are also working hard to deliver grants to local businesses under the LADGF.
Government has recently awarded the Coast to Capital LEP £19.2 million from the new Getting Building Fund for a wide range of projects that will deliver a much-needed boost to the local economy. Over £8 million has been awarded to a proposal to create a new innovation centre in Crawley, bringing together major innovation-led businesses.
We have recently received Crawley's Town Investment Plan as part of the government's Towns Fund. This sets out Crawley's vision to drive the sustainable economic regeneration of Crawley, accounting for Covid-19 impacts, to deliver long term economic and productivity growth. Government is currently reviewing Crawley's Town Investment Plan and will respond shortly.
We will continue to work closely with all local authorities as they support their communities through the pandemic.

The ONS publishes survey data on a fortnightly basis on the proportion of the construction workforce that has been furloughed, off sick owing to coronavirus, or made redundant. Data for the housing construction subsector is not available.
The Government has put in place a number of measures to support the construction industry during the response to COVID-19. Many construction firms have made use of the Job Retention Scheme for their employees and apprentices, alongside Government-backed loans and tax holidays.
It remains as important as ever to invest in the skilled workforce to build the homes this country needs. My department is working with the Department for Business, Energy and the Industrial Strategy, the Department for Education, and the Construction Industry Training Board to support the industry to continue to recruit and train during this time.

The Government has introduced significant financial measures to help support tenants to continue to pay their living costs, including rental payments. This includes support for businesses to pay staff salaries, strengthening the welfare safety-net with a £7 billion boost to Universal Credit, and increasing the Local Housing Allowance rates so that they are set at the 30th percentile of market rents in each area.
Emergency legislation is now in place so that landlords will not be able to start proceedings to evict their tenants for at least a three-month period. The courts have also suspended housing possession proceedings. As a result of these measures, no tenant in private or social accommodation needs to be concerned about the threat of eviction during this time. We have also been clear in guidance that there is a need for landlords to offer support and understanding to tenants – and any guarantor – who may see their income fluctuate.
