Details of Ministers’ overseas travel are published quarterly on GOV.UK, and all travel is arranged in line with official regulations.
Ministers are able to claim an exemption from travel restrictions under the ‘Crown Servants or government contractors exemption’. The full text of this exemption can be found under the Government guidance Coronavirus (COVID-19): jobs that qualify for travel exemptions, available on GOV.UK.

The decision to add India to the ‘red list’ on 23rd April was made by the Department for Transport under the international traffic light system, using an independent risk assessment methodology developed by the Joint Biosecurity Centre, part of the United Kingdom’s Health Security Agency.

The Department for International Trade has ensured that the economic impact assessment, led by the Treasury, reflects the impacts the regulations are having on UK imports and exports, as well as the wider economy, and that there are specific and targeted exemptions to mitigate the impact.
Exemptions exist for those who provide vital services to the UK, such as road haulage and freight workers, to ensure the supply of goods is not impacted, and medical professionals who are travelling to help with the fight against coronavirus.
