The UK believes that there is no evidence that a waiver of intellectual property rights would help with equitable vaccine distribution and their prompt administration. Rather, it would have the extremely negative effect of dismantling the framework which allows the development of COVID-19 vaccines and treatments. Instead, we are encouraging the pharmaceutical industry to continue to form additional voluntary licensing and technology transfer partnerships. Working with commercial partners and within the existing international Intellectual Property framework is the most effective way to produce life-saving medicines at pace.

HM Government remains open to initiatives that could help with equitable vaccine distribution and their prompt administration. However, there is no evidence that waiving intellectual property protections would advance this objective. Rather, it would dismantle the framework which has and will continue to develop Covid-19 products, like vaccines, which are positively contributing to the global pandemic response, enabling vaccination of key workers like transport workers and medical staff both domestically and internationally.

To ask the Secretary of State for International Trade, what level of tariff will be introduced by the UK Global Tariff regime on medical products such as adhesive removal sprays and the medical devices which require their use in the event that the UK leaves the EU without a deal.
Our ambition is to ensure there are no tariffs, fees, charges or quantitative restrictions on trade in goods between the UK and the European Union (EU) at the end of the transition period through a Free Trade Agreement (FTA). We are currently in an intense phase of negotiations with the EU, and we are working hard to achieve that. We therefore do not expect the UK Global Tariff (UKGT) to apply to EU imports.
The UKGT will apply to UK imports from countries the UK does not have trading arrangements in place with. The Government has assessed all available evidence submitted as a part of the public consultation in depth, and in addition, conducted its own assessment to ensure the UKGT is robust and supportive of the UK’s economy. Government will publish more analysis in the Tax Information and Impact Note (TIIN) alongside the legislation, as is standard practice.

Across the world, we are being advised to wash our hands with soap regularly to keep us safe from the virus, but the average import tariff on soap among WTO members stands at 17%, with some
countries charging tariffs of up to 65%. What steps has the Minister taken to seek global agreement to reduce tariffs on the import of soap and other hygiene products, to combat the spread of covid-19?

We have also been lobbying bilaterally, most successfully, with India to ensure that such barriers are reduced or removed.

We are extremely active at the WTO and other forums, including the G20, to ensure that products flow. We have delivered 1.22 billion items of PPE to the NHS, which is a tremendous achievement. That includes 40 million safety goggles and 1.3 billion face masks; the numbers are substantial. On the action that we are taking at the WTO, we continue to lobby at all levels. May I just correct the hon. Gentleman on one point—about the delivery of 400,000 Turkish gowns? That number represents a tiny proportion of the total, and only a tiny proportion of those gowns were actually found to be defective. We are very thankful to Turkish suppliers for what they have done.
