Mr. Pickthall: To ask the Secretary of State for Trade and Industry if he will make a statement on the outcome of the Energy Council on 30 May. [125577] Mrs. Liddell: The Council considered several matters of interest to the United Kingdom. The centre-piece of the Council was a structured debate on energy liberalisation where the Commission presented a paper outlining progress on building a single energy market with proposals for accelerating liberalisation. Ministers were asked to comment on measures needed to monitor progress, further harmonisation requirements, social implications and public service obligations. The UK welcomed the Lisbon agreement on accelerating liberalisation, called for 100 per cent. liberalisation by a specific date and supported further structural measures including unbundling and regulated third party access. The UK circulated a report on the UK's experience of the social effects of energy liberalisation aimed at providing the Council with a balanced analysis of social effects of energy liberalisation. Also the UK/Netherlands circulated preliminary results of a joint study providing both qualitative and quantitative data on the development of competition in gas and electricity markets across Europe and urged the Commission to take this work forward. The Commission and most member states welcomed this work. Copies of both documents have been placed in the Libraries of both Houses. The Council adopted conclusions welcoming progress on implementation of the electricity directive and the agreement of the European electricity regulatory forum on a cross border transmission pricing mechanism, effective from 1 October, and acknowledged that further work was needed on congestion management. On gas the conclusions noted the work of the European gas regulatory forum. In addition, the Commission presented a draft proposal on access for renewables to the internal electricity market and an energy efficiency action plan. The UK welcomed both dossiers identified as priorities in the UK Presidency. The first is a particularly important single market measure and both are key elements of the energy/environment integration strategy developed as part of the EU's response towards our Kyoto targets. The Council agreed conclusions on the energy efficiency action plan which recognised the need for Community policies and measures to complement, coordinate and add value to national actions, and invited the Commission, working in cooperation with member states, to come forward with specific proposals quickly. The Council agreed conclusions on gas security of supply which invited the Commission to continue to monitor the supply position in Europe and to establish a group on an informal basis to discuss mutual areas of interest to improve coordination between member states. Also, the Council adopted a decision enabling the European Community to sign an agreement with the United States on the coordination of energy efficient labelling programmes for office equipment--energy star, and reached political agreement on a draft regulation for implementation of the energy star scheme. Finally, the Council noted reports on Euro-Med Cooperation including conclusions and the Energy Charter Treaty.

Mr. Llew Smith: To ask the Secretary of State for Trade and Industry what were the (a) origin of the reactor, (b) isotopic composition, (c) point of departure, (d) mode of transport and (e) final end-use of the United Kingdom plutonium exported to the United States of America between 1970 and 1988 in (i) the form of fuel elements and (ii) other forms. [119256] Mrs. Liddell: Whenever the United Kingdom Atomic Energy Authority or BNFL export United Kingdom plutonium under civil arrangements they keep certain records. These records include the total amount of plutonium exported and the United Kingdom owner of the plutonium. They do not include details of the particular reactor in which the plutonium was produced. This reflects the fact that spent fuel from different UK civil reactors and belonging to different owners may be reprocessed at the same time and that the plutonium arising from reprocessing ceases to have a separate reactor-specific identity. Plutonium is attributed to an owner based on an estimate of the fissile content of the irradiated fuel originally supplied, usually on an annual basis. The specific plutonium atoms allocated to an owner are not necessarily the same atoms that the owner originally supplied. All exports of United Kingdom plutonium to the United States under civil arrangements have been subject to relevant bilateral and international arrangements to ensure that the material exported is used exclusively for peaceful, non-explosive purposes. The precise end use to which such exported plutonium has been put is however, a matter for the United States. Information relating to the isotopic composition, point of departure and the mode of transport used for each export is not readily available and could be obtained only at disproportionate cost. Export of United Kingdom plutonium to the United States under non-civil arrangements are a matter for the Ministry of Defence.

Mrs. Curtis-Thomas: To ask the Secretary of State for Trade and Industry if he will list the Government's research priorities and the research priorities of (a) the United States and (b) Germany. [122133] Ms Hewitt: This Government's overall priorities for science and technology were set out following the Comprehensive Spending Review in "Forward Look 1999 (Cm 4363)". They are: Maintaining the excellence of UK Science--ensuring UK science is and remains world class; Promoting business exploitation--supporting the development and exploitation of new and existing technologies, particularly through encouraging partnerships and the flow of people between universities and business; and Ensuring effective use of science and technology by Government Departments--in support of their policy, regulatory, and procurement responsibilities. Details of the specific research priorities of individual departments, Research Councils and other bodies are also set out in "Forward Look", copies of which are available in the Library of the House. These priorities are being reviewed in the context of the current Spending Review. In the USA, the main priorities for civilian research set out in the federal budget for Financial Year 2000 are: All areas of Biomedical research, in particular human genomics and also plant genome research; Fundamental information technology research; and Bio-complexity--research on inter-dependencies between the elements of specific environmental systems. The German Federal Government research priorities set out in their 1999 science research budget include the areas of biotechnology, production engineering, marine and polar research, lasers, IT and sustainable development.
