I welcome that, but the Minister ought to be a little more generous and increase the number of public holidays. May I suggest that Veterans day could be one of them? More important, given that St Patrick’s day is rightly treated as a big day, why should not St George’s day be treated in the same way? Why should we allow the extreme right to think that it is their day? St George’s day belongs to all people and all political sides, and it is a day for England to celebrate. Will the Minister consider that, as a good will gesture?

I know that my hon. Friend is a vigorous campaigner for St George’s day, and as a Londoner—note my classic cockney accent—I can assure him that I always celebrate it. However, I must disappoint him by saying that we have no plans to increase the number of bank holidays.

The Government have no plans to change the present arrangements. However, because some employers currently include the existing eight bank holidays as part of workers’ statutory 20-day annual leave entitlement, we are committed to making time off for bank holidays additional to that entitlement, which would give about 6 million people an increase in their holiday entitlement from 20 days per year to 28. We are currently consulting on draft legislation.

Mr. Hoyle: To ask the Secretary of State for Trade and Industry what measures she is taking to improve information and advice for
businesses on employment rights. [92030]
Alan Johnson: I firmly believe that there is a strong need for clear straightforward and easily accessible information and guidance
for businesses on employment rights.
Businesses can obtain guidance on employment rights from a number of sources: I welcome Acas' planned expansion of their advisory
work and the recent introduction of a national number for their helpline service. Information is also available on the Acas, DTI and
Business Link websites. The Small Business Service (SBS) is developing a pack specifically for start up businesses to accompany its
fact sheets and other services.
Even with the variety and high quality of these services I am aware of the need for continuous improvement to ensure we meet the
needs of business. As part of this process my department is working with Acas and SBS and an advisory group of user organisations to
improve the way information and guidance on employment rights is made available to the different groups of users, including the
e-delivery of information.

Mr. Hoyle: To ask the Secretary of State for Trade and Industry what plans she has to implement paid parental leave for parents with
children aged five years or under. [2136]
Alan Johnson: The Government have recently extended parental leave to all parents with children who were under five at 15 December
1999, when the right was first introduced.
Experience since then suggests that parental leave has created fewer practical problems for business than may first have been
anticipated, and the time is now right to increase the number of parents who are able to exercise the right.
The Green Paper "Work and Parents: Competitiveness and Choice" was published in December 2000, laid out a series of options to help
parents balance their work and family lives and included the option to pay parental leave.
Responses to the consultation revealed that paid parental leave was not a high priority for employees or employers in comparison to
other options and accordingly the Government have decided not to take this option forward.
