Mr. Caplin: To ask the Secretary of State for Social Security what changes he proposes to make to the stakeholder pensions
regulations. [147207]
Mr. Rooker: The Stakeholder Pension Schemes (Amendment) Regulations 2001 (SI2001/104) have been laid today. Copies are available in
the usual way and the regulations will also be available on the internet at www.legislation.hmso.gov.uk. The regulations include
changes needed to allow certain types of scheme to register with the Occupational Pensions Regulatory Authority. A further set of
amendments to the Stakeholder Pension Schemes Regulations 2000 will follow shortly.

{1} The term `life award' is a misnomer since such awards have always been subject to change on review if entitlement changes and
are not therefore payable for life. A clarification, introduced by the Welfare Reform and Pensions Act 1999, provides that such
awards are now described as `for an indefinite period' instead of, as previously `for life'. {2} Reviews include reconsiderations
and supersessions under the new system of decision making and appeals introduced from October 1999. {3} Figures for 1994 to 1999 are
for the 12 months ending 30 November; those for 2000 are for the six months ending 31 May. Notes: 1. Information is available only
for cases where a review has resulted in a reduction in the award. This gives estimates, based on sampling, of the numbers of life
and indefinite awards reduced following a review. The small numbers mean that these estimates are broad and subject to relatively
large margins of error. 2. These figures are for Great Britain Social Security in Northern Ireland is the responsibility of my right

Liz Blackman: To ask the Secretary of State for Social Security if he will review the purpose and operation of the independent
living funds. [144281]
Mr. Bayley: It is Government policy to review periodically the need for and operation of Government agencies, non-departmental
public bodies and other sponsored bodies. In keeping with this policy we will shortly be commencing a review of the Independent
Living Funds (ILFs). This review will have the following terms of reference: To consider how the ILFs fit into overall Government
provision in support of independent living for severely disabled people; to consider whether within the broad envelope of available
funding the rules and conditions operated by the Funds make reasonable and equitable provision for severely disabled people to live
independently; to consider the administration of the Funds; and to make recommendations.
In addition to seeking the views of the Funds' Trustees, staff and clients we will also be conducting a public consultation
exercise. We will shortly be writing to relevant groups and individuals to invite their comments. Details of the review will also be
available on the internet at www.dss.gov.uk. Comments should be received by the Department by 16 March 2001 and should be sent to
ILF Review, DSS, 6th Floor, The Adelphi, 1-11 John Adam Street, London WC2N 6HT. Comments can also be sent by e-mail to
ilf.review@ms41.dss.gsi.gov.uk. It is expected that the result of the review will be announced in summer 2001.

Mr. Field: To ask the Secretary of State for Social Security if he plans to publish area benefit reviews every six months.

Mr. Rooker: The Department will be publishing headline figures on fraud and error in Income Support and Jobseeker's Allowance every
six months, to cover October to September and April to March periods.
More detailed annual reports covering the financial year will also be published. These will also cover both ABR and QS results in
full.
The publication of all of these reports will follow National Statistics guidelines and publication will be pre-announced via the
Office for National Statistics.

Maria Eagle: To ask the Secretary of State for Social Security when his Department will conduct a quinquennial review of the
Benefits Agency. [143499]
Angela Eagle: All executive agencies are required to undertake a formal review of their organisation every five years to examine
whether further improvements in customer service, use of modern technology and value for money could be made.
In March this year my right hon. Friend the Prime Minister announced plans to develop a brand new agency which will provide a single
point of access for advice on looking for work and accessing benefits. The new agency will draw together the Employment Service and
those parts of the Benefits Agency dealing with people of working age.
This announcement effectively overtook the quinquennial review of the Benefits Agency which was planned to be undertaken this year
in parallel with a review of the Employment Service. Following consultation, my right hon. Friend the Minister of State at the
Cabinet Office has formally agreed to cancel the requirement for a quinquennial review of the Benefits Agency. My right hon. Friend
the Secretary of State for Education and Employment will be making an announcement about the review of the Employment Service.
