The Government are committed to and encourage the highest standards of business behaviour. This includes support for ethical sourcing practices that should ensure businesses take account of the labour conditions within their supply chains. The UK, (led by the Department for Trade and Industry (DTI) gives strong support to international initiatives such as the UN Global Compact and the Organisation for Economic Co-operation and Development (OECD) Guidelines for Multi-national Enterprises which encourage the implementation of internationally agreed labour standards.DFID welcomes dialogue on corporate social responsibility with multi-nationals and supports the Ethical Trading Initiative (ETI) which offers advice and training to companies wishing to implement ethical trading practices. ETI corporate members adopt a labour code of conduct that includes the core labour standards of the International Labour Organisation. They work with their suppliers, in collaboration with trade unions and non-governmental organisations, to improve working conditions in their supply chains and develop and disseminate best practice based on practical experience.

Mr. Blizzard: To ask the Secretary of State for International Development what steps she is taking to monitor the effectiveness of
voluntary corporate social responsibility strategies of United Kingdom companies which invest in developing countries. [72053]
Clare Short: My Department supports a number of initiatives aimed at monitoring the impact of the corporate social responsible
strategies of UK companies on developing countries. For example, in the retail sector, we have supported the work of the Ethical
Trading Initiative (ETI) since its establishment in 1998. The ETI is an alliance of 28 UK businesses (with a combined turnover of
over £100 billion), NGOs and trade unions that work to improve labour conditions in the supply chains of the company members. The
ETI is conducting research to assess the impact of its code of conduct on workers and suppliers, and the business case for adopting
such codes.
DFID is also funding research on measuring the impact on poverty of companies' international investments and operations. This will
include looking at both the direct impacts, such as welfare provision and training, and the indirect impacts, such as taxation
payments to national Governments.

Dr. Marek: To ask the Secretary of State for International Development if she will make a statement about her policy on ethically
produced food in developing countries, with particular reference to (a) animal welfare standards, (b) employment practices and (c)

Clare Short: The Government support ethical approaches to business and trade, which have an important part to play in promoting
sustainable development and in bringing benefits to poor people in developing countries. We take account of animal welfare
standards, employment practices and consequences for the environment.
My Department has developed detailed guidelines on the use of animals for any purpose, agricultural or otherwise. These guidelines
govern animal welfare standards in all our programmes and projects. They reflect the broad guiding principles that use must be
humane and that harms of a certain degree or kind ought under no circumstances to be inflicted on an animal. A copy of these
guidelines is being placed in the Library of the House.
We encourage British retailers to examine their global supply chains to ensure they comply with the Core Labour Standards, as set
internationally by the ILO within the Declaration of Fundamental Principles and Rights to Work, or can be bettered by voluntary
codes of conduct such as SA 8000 or the base code of the Ethical Trading Initiative, which is supported by my Department.
We also Promote better environmental management as a contribution to eliminating poverty. Environmental considerations are
integrated throughout our programmes. All projects are screened at the design stage and monitored during implementation for their
impact on the environment. My Department supports work to develop and implement a wide array of technologies and approaches that
mitigate the impact of food production on the environment in developing countries. We also support efforts to encourage the private
sector in developing countries to integrate environmental concerns into decision making by assistance to industry organisations,
promotion of industry codes of conduct and environmental auditing standards.

Dr. Tonge: To ask the Secretary of State for International Development what progress has been made with the Ethical Trading
Initiative; and how many companies have joined the initiative. [99248]
Clare Short: Considerable progress has been made by the Ethical Trading Initiative (ETI) over the last year. With the help of
Department for International Development (DFID) funding, a Secretariat has been established and is fully staffed. Board and members
meet regularly and a Base Code of ethical trading practice has been debated and agreed. Progress is being made on four pilot
projects--in the garment industry in China; horticulture in Zimbabwe; wine production in South Africa; and the banana industry in
Costa Rica. With the appointment of a new information officer, information and media services are being established. A Conference
was held in December 1998 and another is planned for early in 2000.
In addition to its trade union and non-governmental organisation membership, ETI now has 16 company members and is dealing with a
growing number of inquiries from interested organisations. The list of existing company members is as follows. Anchor Seafoods Ltd.
