To ask the Secretary of State for Environment, Food and Rural Affairs, what discussions her Department has had with the UK’s trading partners on certification and surveillance requirements to enable the use of avian influenza vaccination in poultry while maintaining export access.
The joint industry and cross-government highly pathogenic avian influenza (HPAI) Vaccine Taskforce has published a report proposing a number of next steps to close critical knowledge gaps before publishing a final recommendation. These actions include exploring a targeted turkey vaccination trial, proactive engagement with trading partners, and working to build surveillance and laboratory capacity. Defra and the Devolved Governments, working with industry, will give careful consideration to these in determining next steps.

On 24 November 2022, the Chancellor of the Duchy of Lancaster published a Written Ministerial Statement noting that departments had been instructed to take a series of actions relating to surveillance equipment subject to the National Intelligence Law of the People’s Republic of China. Defra has been implementing this policy along with other protective security controls.
At Report Stage of the Procurement Bill, the Government committed that, within six months of Royal Assent, the Government will set out the timeline for the removal of surveillance equipment supplied by companies subject to the National Intelligence Law of China from sensitive sites. This department will be providing information to the Cabinet Office to support this commitment. It is a longstanding Government policy that specific security arrangements regarding Government estates are withheld on security grounds.

Enforcement against littering and fly-tipping on the road network is a matter for the local authority.
The Automatic Number Plate Recognition (ANPR) system is used by the police to check the number plates of passing vehicles against police databases and can identify vehicles which are of interest to the police. Local authorities do not have access to the ANPR camera network.
The ANPR cameras are not suitable for use in gathering evidence of littering or fly-tipping in progress due to the system recording vehicle images and number plates only. In cases of serious waste crime where the police are involved in enforcement, vehicles involved may be considered of interest and would be captured on police databases.
With effect from April 2018, we have introduced new powers enabling councils in England (outside London) to issue civil fixed penalties of between £65 to £150 to the keepers of vehicles from which litter is thrown. Councils in London already had similar powers. This enables them to take enforcement action, even when the precise offender cannot be identified.
Councils can already take action based on camera footage as long as they are satisfied that, on the balance of probabilities, litter was thrown from that vehicle. It is for councils to decide whether they have sufficient evidence to take enforcement action in any given case.
Vehicles of those suspected of committing a waste crime, including fly-tipping, can be searched and seized. Guidance available to local authorities recommends that when investigating a fly-tipping incident information such as the description of any vehicles involved should be gathered. In January and February 2021, the Marine Management Organisation deployed 3372 hours of at-sea surveillance.
The total cost of surface surveillance was £1,111,977 in January and £1,050,472 in February.

To ask the Secretary of State for Environment, Food and Rural Affairs, what communication has been delivered to private veterinary practices and farmers regarding the recent changes to the UK's veterinary surveillance network; and what plans her Department has to ensure that surveillance data from veterinary practices and non-APHA sources...
The changes to the veterinary surveillance system in England and Wales have been delivered and communicated through the project called Surveillance 2014. There has been a broad range of different communications provided by APHA to private veterinary practices and farmers regarding changes to the veterinary surveillance network, including:
(a) Public consultation on the development of a new surveillance model, from December 2012 to February 2013, which gathered over 370 responses from vets, farmers, the livestock industry and other stakeholders.
(b) Visits to a total of 57 private veterinary practices in England and Wales from January 2014 to January 2015.
(c) A series of 19 regional meetings for private veterinary practitioners in different parts of England and Wales, running from December 2014 until March 2015.
(d) A total of 22 articles, letters or other forms of communication to private veterinary practices or farmers from February 2014 to date.
Details of the surveillance model are being finalised. It will be designed to enable central collation and sharing of surveillance information from Government bodies, private veterinary practices, abattoirs, livestock industry bodies, academia and other collaborative surveillance networks nationally and internationally.
