The Minister will know that, in boroughs such as mine, in most of inner London and in much of the rest of the country, people will be extremely unhappy with that answer. Given that some schools have a 60 per cent. turnover in classes in the same year and, in many, a third of the pupils change between the first and second sets of tests, will she look again at what the Prime Minister's strategy unit said only two years ago and at what the Association of London Government report said in June this year, both of which make it clear that a fair funding formula to reflect rapidly changing pupils in classrooms is necessary for equal educational opportunity?

The hon. Gentleman rightly makes the case that the challenge with respect to pupil mobility rests on the individual schools in which a large proportion of pupils are mobile. That is why it is absolutely right that local authority funding formulae can and should take account of differential funding for schools with high mobility. Given the wide spread of mobility across a range of local authorities, the effect of distributing between authorities on the basis of mobility would have been to flatten and reduce the extra contributions to those authorities with additional educational needs on the basis of deprivation, not to benefit authorities such as the hon. Gentleman's. That is why the decision was taken.

In developing our proposals for the new dedicated schools grant, we considered with our partners whether there should be a mobility factor in the distribution of funding for local authorities and decided against it. Of course local authorities can already take account of pupil mobility in their local funding formulae. We will announce in the near future our final decisions on the distribution of the new dedicated schools grants for 2006–07 and 2007–08.

The Minister will know that when the Prime Minister attended the opening of the new buildings of the City of London academy in Bermondsey on 12 September, he gave a paean of praise to city academies, including these words:"““it is bringing new hope and breathing new life into the local community.””"
If that city academy must now find an extra £3.5 million so that it can open its doors to after-school, weekend and community activities—and the director of education for Southwark has made it clear that it will not be possible to deliver the programme that was intended—will Departments get their act together, sort out the problem and prevent that threat, involving millions of pounds, from hanging over not just our city academy but every other city academy in the country?

I share the hon. Gentleman's concerns, but we need to be clear that the specific issue under discussion does not prevent academies from providing community use of their facilities. It does limit their ability to charge for such use, which is an important issue that we are absolutely determined to sort out. That is why, for example, my officials are already working with the academy in the hon. Gentleman's constituency to consider ways of managing the situation, and the practicalities of academies reclaiming VAT and accounting for output tax over the economic lifetime of the building. But I share his concern and I want to ensure that we sort this matter out. We are committed to doing so, because we are committed to ensuring that academies play that role at the heart of their communities.

Mr. Miliband: Education Formula Spending Share (EFSS) replaced the former Education SSA in 2003-04. There is no equivalent to
Schools Formula Spending Share (SFSS) in years prior to 2003-04 so information is given in tables showing EFSS and SSA, pupil
numbers and EFSS/SSA per pupil in Greater London and for each London borough since 1997. A copy of the tables has been placed in the
Library.

John Healey: Ministers have received extensive recent representations about funding and other support for further education. In
particular, the Association of Colleges, NATFHE, the NUS and others organised a lobby of Parliament on 23 April on the issues of
further education funding, pay and support. We are listening carefully to the views of those in the further education sector and
will take these into account in determining how best to use the 2002 spending review settlement.
