Core information produced by the Cabinet Office can be re-used free of charge under the terms of the PSI Click-Use Licence which is administered by the Office of Public Sector Information (OPSI) in accordance with the Re-Use of Public Sector Information Regulations.The Cabinet Office has three types of value added information, where a fee has been levied or royalty payment received over the last year: the Civil Service Year Book, Official Histories and photographs. Licenses for the re-use of this material have been granted by way of the Click-Use licensing system operated by OPSI.

That question was put to my right hon. Friend the Minister for the Cabinet Office and was answered yesterday, but let me reassure the House that trust in our systems is of course absolutely paramount. The report referred to was indeed a useful contribution to the national information assurance strategy, which was published on 27 June. I also assure the House that we constantly review our whole strategy. Technology moves on, and the Cabinet Secretary will conduct a review that will report shortly on data handling in Departments and agencies—and may I suggest that we could usefully turn to that?

My colleagues in the Department of Constitutional Affairs set out the Government’s position on data sharing last September. Of course this must be done in a responsible manner but we believe there can be significant advantages for the public if different Departments co-operate to ensure services are personalised and built around individual needs rather than forcing people to give the same information, over and over again, to different Departments and agencies.

My hon. Friend knows, because I wrote to him last week, that we have a particular problem in Swindon, which I am trying to help the local education authority to solve. The LEA and schools feel that not enough children are taking up free school meals, which affects both funding and the relative position of schools in examination groups. Is there anything that my hon. Friend can do to help Swindon LEA to improve the take-up of free school meals so that the LEA receives fair funding and the young people have the number of teachers they need in front of them in their classes?

My hon. Friend is right. She has raised the matter on a number of occasions, not least in an Adjournment debate. I remain disappointed that there is continued misunderstanding about information-sharing under the Data Protection Act 1998, which is why the Cabinet Office is working with the Department for Constitutional Affairs and the Information Commissioner to try to ensure best practice across public services and public organisations so that some of the unfounded concerns about information-sharing are not repeated. A Cabinet Sub-Committee is also looking into the matter. Finally, we are trying to find ways to ensure that businesses and individuals do not have repeatedly to provide the same information, so I hope that my hon. Friend will be relieved to hear that work is ongoing to overcome some of the misconceptions about the 1998 Act.

inquirers for information. [42644]
Dr. David Clark: Yes. Guidance on dealing with voluminous or vexatious correspondence is available to all staff. The guidance
emphasises, among other points:
the general commitment to be as open and helpful as possible;
the importance of ensuring that correspondents have indeed been provided with all the information they are entitled to, and have had
the appeals procedures fully explained to them, before the correspondence is brought to an end;
that decisions should be in accordance with the Guidance on Interpretation of the Code of Practice on Access to Government
Information;
that, if further correspondence received after a "final letter" has been sent raises a new and substantive point, that should be
treated as any other correspondence and a substantive response provided.
