Dr. Lynne Jones: To ask the Secretary of State for Education and Employment what (i) general training is provided for personal advisers on New Deals and (ii) specific training is provided for personal advisers assisting (a) young people, (b) lone parents, (c) people with disabilities and (d) older people. [77541] Mr. Andrew Smith: Responsibility for the subject of this question has been delegated to the Employment Service agency under its Chief Executive. I have asked him to arrange for a reply to be given. Letter from Leigh Lewis to Ms Lynne Jones, dated 23 April 1999: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked me to reply direct to your question regarding; (i) the general training provided for personal advisers on New Deal and (ii) specific training provided for personal advisers assisting (a) young people, (b) lone parents, (c) people with disabilities and (d) older people. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. All Employment Service staff, including Personal Advisers, have access to a comprehensive range of training covering all the knowledge and skills they need to do their job. The amount of training a Personal Adviser will require is dependent on their role and responsibilities, their previous experience and their existing level of knowledge and skills. As an indication only, if a person was recruited to undertake basic advisory duties and had no previous knowledge of Employment Service business, they would require a minimum of 23 days training to be considered as having a basic level of competence. However, this does not include consolidation, assimilation and experience, all of which are crucial elements of the development of advisory knowledge and skills. This training includes job-broking, communication, interviewing and caseload management skills, knowledge of Employment Legislation, Jobseeker's Allowance and other benefits, including In-Work Benefits, Employment and Training Opportunities and the use of our IT systems. In addition to the general training, if Advisers were to undertake specialist Advisory duties, for example, New Deal Adviser for People with Disabilities, they would require anything between 2 days and 6 weeks further training. I will deal with the training provided for the specific types of New Deal Personal Advisers in the order that you have raised them. a] Young People: 18-24 years The general training described above gives the Personal Advisers the skills and knowledge to deal with this client group. b] Lone Parents In addition to the basic level of training detailed above, which Advisers have before attending a New Deal for Lone Parents Adviser training programme, Advisers are provided with an additional 27 days of training. This specific programme covers all the unique knowledge and skills required to understand and advise this particular client group. This includes: an overview of the issues and problems of lone parents (provided by external organisations NCOPF, Gingerbread & The Daycare Trust;) new business processes and cultural requirements; detailed benefits and allowances training; advanced interviewing, presentational, marketing & representational skills. c] People with Disabilities As before, the amount of training required will be dependent on an Adviser's previous experience and their current level of competence. If they have not previously been a Disability Employment Adviser they will need 5 weeks of training as described below--Block A and Block B. People who have already had the 3 week training for DEAs--Block A, would only need the 2 week New Deal specific event--Block B. Block A training includes: non-directive employment related counselling skills; issues and problems faced by people with new or long standing disabilities--delivered by external organisations; disability awareness, eg, mental health, learning disabilities, hearing and visual impairment, epilepsy--delivered by specialist speakers such as RNIB and RNID. Block B New Deal specific training includes: working in partnership and cultural requirements; employability measures and issues for gaining, retaining and sustaining employment; holistic approaches and medical conditions--provided by an external speaker; presentation and representational skills. d] Older People--25+ New Deal Personal Advisers dealing with the 25+ age group would have an additional 2 day event including eligibility, client self-marketing, identifying and submitting to suitable vacancies/other provision and follow through. 50+ This is a new initiative. Work is currently being undertaken to establish the training needs of the Personal Advisers dealing with this group. You may also be interested to know that all training given to New Deal Personal Advisers has been designed to help them achieve an S/NVQ in Guidance. [76439] Mr. Andrew Smith: Responsibility for the subject of these questions has been delegated to the Employment Service agency under its Chief Executive. I have asked him to arrange for a reply to be given. Letter from Richard Foster to Mr. David Maclean, dated 15 March 1999: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked Leigh Lewis to reply to your question about the number of young people who have participated in the Environment Task Force option of New Deal for 18-24 year olds and what type of work is carried out on it. This is something which falls within the responsibilities delegated to Mr. Lewis as Chief Executive of the Agency. I am replying in his absence. Up to the end of January, 8,910 young people had started on the Environment Task Force option of the New Deal for 18-24 year olds. This figure is drawn from the latest Government Statistical Service figures to the end of December 1998 and provisional Management Information to the end of January 1999. Turning to the type of work carried out, there is a wide range of projects which contribute to conserving energy and water and protecting the environment. We have also been keen to offer opportunities that encourage young people to become involved in local community regeneration. Projects have included dealing with housing, forest and park management, and reclamation of derelict or waste land. All projects are assessed against environmental objectives set by the Department of the Environment, Transport and the Regions. The key criterion, however, is the extent to which they will develop participants' skills, help them into jobs at the end of their time on the option and increase their long term employability. I hope this is helpful.

I have asked him to arrange for a reply to be given. Letter from Leigh Lewis to Mr. James Clappison, dated 17 February 1999: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked me to reply to your question about the reasons why questions 66965 and 66966 were not answered in his reply on 3 February. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. I am sorry if my earlier reply was unclear. As to those persons aged 18 to 24 years who have been invited to join the New Deal but who have failed to keep any appointments, I said in my earlier reply that of the 203, 100 young people who had started New Deal by the end of November, 14,170 signed off Jobseeker's Allowance before attending their initial appointment. All of the 14,170 therefore left before attending any appointment. We do not monitor centrally the number of young people who fail to attend their initial appointment but who do attend a second or subsequent appointment. Where a young person fails to attend interviews with an Adviser but continues to claim Jobseeker's Allowance a referral of their claim to an Adjudication Officer will normally be made. Up to the end of November 1998, 2,577 such referrals had been made. As to those who started the New Deal but subsequently dropped out, my earlier reply said that, up to the end of November 1998, 22,760 young people had left New Deal and Jobseeker's Allowance to unknown destinations which I had taken to be the information which was being sought. I would be very grateful if you would write to me if I am still not providing the specific information you are seeking in order that I may try to do so. I hope this is helpful.

Letter from Leigh Lewis to Mr. Damian Green, dated 3 March 1999: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked me to reply direct to your question regarding the number of 18-24 year olds who have joined New Deal and have left for unknown destinations. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. The latest available figures are for the end of December and were published on 25 February in the DfEE Statistical First Release. These show that of the 214,000 young people who had started New Deal, 25,680 had left the Gateway to unknown destinations. We have taken steps to make more effective links between different sources of information about people's destinations and we have been conducting monthly follow-up surveys of these clients. These have established that many of those who sign off benefit without stating their destination have actually found work. In December, for example, around half of leavers into unknown destinations, who have, on being contacted, divulged their destination, had actually found work. In addition to the monthly survey, we are also investigating changes to the Employment Service's IT systems in order to establish whether it is possible to capture better destination information initially. The latest figures to the end of December show that 19% of leavers from the Gateway leave for unknown destinations. This is lower than for other leavers from Jobseeker's Allowance.

Letter from Leigh Lewis to Mr. Tim Loughton, dated 2 March 1999: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked me to reply to your question about the numbers of young people participating in New Deal for 18-24 year olds in the East Worthing and Shoreham constituency; the Worthing travel to work area and West Sussex and the number who have secured subsidised and unsubsidised jobs. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. I regret that separate figures are not available for constituencies or travel-to-work areas. Government Statistical Service figures are produced for Employment Service Unit of Delivery areas. Both Worthing and Shoreham fall within the West Sussex and Costal Plain Unit of Delivery. The latest Government Statistical Service figures to the end of December 1998, and including Employment Service management information to the end of January 1999, show that 366 young people have started on New Deal for 18-24 year olds in the West Sussex Coastal Plain Unit of Delivery. Of these, 68 have secured unsubsidised employment and 51 have started subsidised employment through the New Deal Employment option. In addition there will be other young people who have left the New Deal and stopped receiving Jobseeker's Allowance, without notifying the Employment Service of their reasons for leaving, who will have secured unsubsidised jobs. Letter from Leigh Lewis to Mr. David Maclean, dated 17 February 1999: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked me to reply to your question about the reasons why the length of the Gateway period for those participating in New Deal for 18-24 year olds may be extended beyond four months. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. There are four main categories of young people whose stay on the Gateway may properly extend beyond the normal four month maximum. The first category covers young people who are not required to go on to an option at the end of four months because they are clearly intending to cease claiming Jobseeker's Allowance in the very near future. Examples, include young people who are due to start full time work; emigrate; or leave Jobseeker's Allowance to claim maternity allowance. The second category covers situations where entry to a New Deal option is, by agreement with a Personal Adviser, delayed for a short period where there is good reason. Examples include circumstances where a young person has suffered a bereavement; suffers a short-term illness; or where their planned provision is unexpectedly not available. The third category covers young people who refuse to enter a New Deal option. In these circumstances their case will normally be referred to an adjudication officer for a decision on the individual's benefit entitlement during which time the young person is regarded as still being on the Gateway. The fourth category covers returners to the Gateway. If a young person leaves the Gateway and subsequently returns within 13 weeks, they will re-enter the Gateway at the point which they left.

[70740] Mr. Andrew Smith: Responsibility for the subject of this question has been delegated to the Employment Service agency under its Chief Executive. I have asked him to arrange for a reply to be given. Letter from Leigh Lewis to Mr. Paul Keetch, dated 17 February 1999: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked me to reply to your question about the procedure for tracking claimants of Jobseeker's Allowance. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. The procedure for monitoring claimants of Jobseeker's Allowance starts when they make their first claim. The jobseeker is seen by an adviser for a New Jobseeker Interview and is subsequently seen fortnightly until they cease claiming Jobseeker's Allowance. The progress in finding work for jobseekers who remain unemployed is reviewed with them after 13 weeks, after six months and every six months thereafter. For those young people aged between 18 and 24 the six month review triggers their entry on to the New Deal. I should explain that Lone Parents do not normally claim Jobseeker's Allowance, since they are normally entitled to Income Support. New Deal for Lone Parents is a voluntary programme and participants continue to claim Income Support whilst participating on it. The only Lone Parents who claim jobseeker's Allowance are therefore those who voluntarily join the New Deal for 18-24 year olds or for those aged over 25, and those who are willing to meet the Jobseeker's Allowance benefit conditions by making themselves available for and actively seeking work. All claimants of Jobseeker's Allowance are recorded by the Employment Service on its Labour Market Computer System. This is used to record their progress in line with the structure of fortnightly attendance and regular reviews. In addition, jobseekers who are on New Deal are tracked by their Personal Adviser throughout their time on the programme. I hope this is helpful.

Letter from Leigh Lewis to Mr. Clive Soley, dated 10 February 1999: As the Employment Service is an Executive Agency, the Secretary of State for Education and Employment has asked me to reply to your question asking for a statement on the effectiveness of the New Deal in London and other regions. This is something which falls within the responsibilities delegated to me as Chief Executive of the Agency. The New Deal for young unemployed people is developing well in London. The latest Government Statistical Service figures to the end of November 1998 show that in the London area of the Employment Service London and South East Region, over 31,000 young people have joined the New Deal for 18-24 year olds. While most are still on the Gateway phase of the programme, over 5,000 have found unsubsidised jobs; 950 have been placed into subsidised jobs; over 3,000 have joined the Full-Time Education and Training option; nearly 750 the Voluntary Sector option; and some 330 the Environment Task Force. A comparison with other Employment Service Regions in England and with Scotland and Wales is set out in the table at annex A. More generally, the effectiveness of New Deal is being assessed through a comprehensive evaluation strategy within which a number of qualitative and quantitative surveys are being carried out. The findings from these surveys, as and when they are available, form part of our continuous improvement strategy in that they help identify those aspects of our processes which are working well and those that are capable of being improved. Findings from the evaluation surveys are communicated within the ES and to our partners who form part of over 40 partnerships in London responsible for New Deal delivery. Each partnership will draw up an action plan for performance improvement over the next 12 months, based on the evidence from local management information and evaluation findings.
