To ask the Secretary of State for Health and Social Care, what assessment he has made of the potential impact of patients not being hospitalised at the nearest hospital on the (a) well-being and (b) finances of their families; and whether his Department plans to localise specialist services.
To ask the Secretary of State for Health and Social Care, what assessment he has made of the potential impact of patients not being hospitalised at the nearest hospital on the (a) well-being and (b) finances of their families; and whether his Department plans to localise specialist services.
The Department has not made a specific assessment on the impact on patients of where they are hospitalised. There are well documented benefits for patients of being treated in specialist centres of excellence, for instance, for stroke care.
NHS England and integrated care boards are responsible for commissioning and ensuring healthcare needs of local communities are met.
If a patient is referred to hospital or other National Health Service premises for specialist NHS treatment or diagnostic tests, eligible patients can claim a refund of reasonable travel costs under the Healthcare Travel Costs Scheme (HTCS).
To ask His Majesty's Government to what extent the Reducing Parental Conflict Programme is embedded in Family Hub services, particularly in local authorities that received money from the Family Hubs Transformation Fund.
To ask His Majesty's Government to what extent the Reducing Parental Conflict Programme is embedded in Family Hub services, particularly in local authorities that received money from the Family Hubs Transformation Fund.
Family hubs are ‘one stop shops’ that make it easier for families to get the support they need. The hub approach means professionals and partners work together more effectively, with a focus on supporting and strengthening family relationships.
The department is investing in 87 local authorities to develop family hubs in their areas. We have developed guidance and expectations for these participating local authorities, working across government to reflect a range of services to be accessed through their family hubs. This has included working with the Department for Work and Pensions to develop the expectations on family hubs around Reducing Parental Conflict.
Reducing Parental Conflict is embedded within the service expectations for family hubs. This means that staff in the family hub should be able to help identify families who may benefit from reducing parental conflict support and connect them to appropriate support, such as online resources or more intensive support, such as structured support from a trained practitioner.
The expectations for the family hubs funded through the Family Hubs and Start for Life programme are available in the attached file.

If I have understood it correctly, Supporting Families is being more aligned to DfE work and family hubs. In 2015 it piloted a local family offer in local areas, in 2019 it invited top-tier authorities to apply for strategic leadership support funding and developed a practitioner training offer, in 2021 the DWP offered workforce development grants, and last month it announced £2.8 million funding for eight projects to reduce parental conflict. The Government have just now committed £33 million to be spent on this programme between 2022 and 2025. Will the Minister tell the House where the £33 million is going and the outcome of all these activities?

My Lords, I am delighted to hear about all the work that my noble friend and the department are doing and that they have recognised how important the role of stability and the family unit is in creating family cohesion. Does my noble friend agree that it is also important to include the role of grandparents and intergenerational aspects? What are the Government doing in this respect on policy and actions?

My noble friend makes an excellent point about the role of grandparents because I think, and I am sure that the Government think, that for stability within families—which now come in all shapes and sizes, and we must recognise that—the role of grandparents is incredibly important to feed down to their grandchildren certain lessons in life. The family test, which the House will know about, was introduced by the Government in 2014. It aims to bring a family perspective into policy-making, and various tests are used. This is something for which we are responsible in my department, particularly looking at the guidance and the raising of awareness about this initiative.

I am not going to be tempted into giving an answer to that. I have to tell the noble Lord, as he will expect me to say, that we are fully focused on a major programme of change, including in my particular area. Our aim is to focus on children, and that is the most important thing that we are doing.

I just mention family courts, which post-separation conflict clogs up very expensively, leaving families in destructive limbo. Is my noble friend the Minister taking this area into account to integrate into the policy?
