Analysis of IRP options has focused on benefits to transport users (including businesses) alongside some impacts on the wider economy – specifically the productivity improvements associated with reducing journey times between two places. By improving regional connectivity, the Integrated Rail Plan will unify labour markets, so that people can access a much wider range of jobs; effectively bring businesses closer together; and improve access to key international gateways and markets so they become more even more attractive locations for business investment.

Midlands Connect has developed a strategic outline business case for reinstating direct rail links between Coventry and Leicester/Nottingham. This includes consideration of the benefits regarding housing supply and contribution to the levelling up agenda.

The Secretary of State regularly meets with local authority leaders to discuss transport issues in their areas.
Midlands Connect has prepared an Outline Strategic Business Case for the Coventry, Leicester, Nottingham scheme, and I contributed to the launch event for this proposal by video early this year.
The recently published Integrated Rail Plan (IRP) sets out the long-term plan for rail investment in the North of England and the Midlands, the Coventry, Leicester, Nottingham proposal will need to be considered with reference to the recommendations set out in the IRP.

That this House notes that Nottingham City Council is consulting on its 2021-22 budget that includes a proposed annual funding cut of £700,000 to the City’s Linkbus Network which would lead to a number of bus services being withdrawn; believes that those bus services play a vital role in connecting communities and supporting the local economy and therefore must be protected; is concerned that the proposed service cuts could increase social isolation, increase carbon emissions which would worsen air quality and have public health implications; calls on Nottingham City Council to withdraw those proposals and ensure that all Linkbus funding, services and jobs are permanently protected; and calls on the Government, as a matter of urgency, to publish its National Bus Strategy and for this to provide all local authorities, such as Nottingham City Council, with sufficient ring-fenced national funding to ensure that their bus services are protected.

Under the Local Government Finance Act 1988, there is statutory duty placed on the chief finance officer of local authorities to issue a Section 114 if they judge that the Council is unable to set or maintain a balanced budget. This decision rests at the local level and it is for the Council to make. Government has no role to play in the issuing of a Section 114 notice. All councils have a legal duty to balance their budgets and it is right that Nottingham Council takes the decisions it considers necessary to manage its own finances.

At the Spending Review, the Government announced that local authorities are expected to receive over £3 billion of additional support for COVID-19 in 2021-22, taking the total support committed to councils in England to tackle the impacts of COVID-19 to over £10 billion. Of the £7.2 billion that has already been provided, Nottingham City Council has received over £34.3 million so far, and under our proposals will receive at least a further £11.7 million in un-ringfenced funding next year.
Following issues raised in a Public Interest Report published in August, a rapid non-statutory review was conducted into Nottingham City Council. The review examined the serious governance and risk management issues associated with the Council’s private energy company, Robin Hood Energy. In response to the findings of the review, on 17 December 2020 the Secretary of State announced new measures to address the serious failures at the Council, including the appointment of an Improvement and Assurance Board and a requirement for the Council to put forward a 3-year recovery plan.
The department will continue to work with the council to understand the range of financial issues they are experiencing, including any request for additional financial support from Government.
