The capacity of the Overseas Registration Exam (ORE) is constrained by rules within the General Dental Council’s (GDC) legislative framework that additional funding would not be able to address. The Department is currently working with the GDC on proposals which will amend this legislation and allow the GDC greater flexibility to expand on the registration options open to international applicants, including the capacity of the ORE. We plan to consult on these changes in early 2022.

Data for practicing National Health Service dentists is available at national, regional and clinical commissioning group (CCG) level. In 2020/21, there were 411 dentists undertaking NHS activity in NHS Oxfordshire CCG.

NHS England and NHS Improvement are responsible for commissioning primary care dentistry to meet local need. Health Education England’s Advancing Dental Care Education and Training Review programme considers how dental and oral health needs can be met through changes to the workforce. This includes opportunities for flexible training pathways to improve career progression and retention and how to attract dentistry teams to provide NHS services in areas which are less well served.
NHS England and NHS Improvement are developing proposals for dental system reform, working with the Department and key stakeholders. This programme seeks to make NHS dentistry more attractive to the profession, in addition to exploring how the whole dental team can be best utilised to deliver National Health Service care.

To ask the Secretary of State for Education, what steps he is taking to support universities to provide an adequate level of in person teaching for students studying (a) medicine, (b) dentistry and (c) nursing.
The government recognises the importance of not disrupting education and is prioritising keeping settings open under Plan B. We therefore expect education settings to remain open for face-to-face teaching as planned. Teaching and learning should not be moved online as a result of the work from home guidance and staff can continue to attend work as necessary to deliver this. We know that, in response to COVID-19, HE providers delivered new and innovative approaches to teaching and learning, and some providers have continued to use some of these approaches alongside in-person provision. Where blended learning is used, it should enhance students’ academic experience and we expect all universities to continue to deliver excellent learning, in line with guidance from the Office for Students (OfS). The OfS will continue to monitor the situation to ensure this, and HE providers should be open about what students can expect. If students have concerns, they should first raise them with their HE provider. If their concerns remain unresolved, students at HE providers in England or Wales can ask the Office of the Independent Adjudicator for Higher Education (OIA) to consider their complaint.

As a result of the safety restrictions brought in as part of the COVID-19 response, the General Dental Council suspended Parts 1 and 2 of the Overseas Registration Exam (ORE) last year. The General Dental Council announced on 2 December that the Part 2 exam has a planned sitting in January 2022. The Council is reviewing options to prepare a 2022 schedule of both Part 1 and Part 2 of the exam.
The Department has engaged with the General Dental Council regarding the suspension of the ORE and proposed changes to the Dentists Act 1984 to provide greater flexibility to amend processes for assessing applications for registration from all internationally qualified dentists. The Council has advised that there are currently 2,067 candidates that have applied or are registered to complete the ORE process. The Department has no current plans to fund a catch-up programme.

Friend has invested a record amount of money in the NHS. Does he agree that some of this money must be used to level up dental care provision? Does he share my surprise that there is no dental school in the east midlands, and will he back my campaign for a dental school in Lincolnshire?

Health Education England is working extensively in Lincolnshire to improve the recruitment and retention of dentists. I understand that it agrees with her about the uneven distribution of dental schools throughout the country, and I am sure that as it considers its next steps, it will have heard her appeal.

Dentists, dental surgeons and dental hygienists providing Care Quality Commission regulated activities are within scope of the vaccination as a condition of deployment requirements. These requirements apply to services both privately and publicly provided.
The draft Health and Social care Act 2008 (Regulated Activities) (Amendment) (Coronavirus) Regulations were laid on 9 November setting out the requirements. These regulations are subject to the affirmative procedure.

The Department has in place a period of continued automatic recognition, allowing European Union (EU) dentists continued ease of registration in the United Kingdom. In order to work in the National Health Service (NHS), dentists must also apply to the Dental Performers List. Holders of non-UK qualifications are required to undertake a foundation training programme before admittance to the performers list, however the exemption for EU applicants remains in place. This means that EU dentists do not currently incur any additional costs to practicing in the NHS than they did previously.

The Office for Students (OfS) allocates places to dental schools on an annual basis. In the academic year 2021/22, in England, there were 983 dental school places allocated, including places for overseas students. Allocations for the 2022/23 academic year will be issued by the OfS in December 2021.

In the last five years, no dental foundation trainees have been employed in exclusively private practices. Health Education England appoint dental graduates to training practices with National Health Service contracts and where the educational supervisor is carrying out a high proportion of NHS dentistry.

Dentists are eligible for a free flu vaccine through occupational health arrangements made by their employer. Flu vaccination is recommended for all frontline healthcare workers who have direct contact with patients and service users. Employers should commission a service which makes access easy for all frontline staff, encourage staff to get vaccinated and monitor the delivery of their programmes.
