The Ministry of Justice provides funding to specialist sexual violence services to support victims to cope and, where possible, recover from the impact of crime. On 18 September, we announced an additional £5m to support victims of sexual violence, which commits £32m over three years.
In addition, local Commissioners (be they Police and Crime Commissioners, Local Authorities or health commissioners) will also seek to provide specialist support to victims in their area. To support this, in December 2016 we published the National Statement of Expectations, which sets out a blueprint for local service provision, including how Commissioners can best respond to the needs of minority or marginalised groups.
In 2016/17 MHCLG also provided £300k to Imkaan to build capacity and strengthen specialist BAME organisations, including through training, quality standard accreditation and access to the tools they need to measure their impact.
On 18th September we appointed Nicole Jacobs as the first Designate Domestic Abuse Commissioner, who will raise awareness of domestic abuse, stand up for victims, and drive up consistency in the response to domestic abuse. The Commissioner is required to appoint a specific thematic lead within her office to consider and address the needs of BAME victims.
We are also exploring ways to improve support for BAME victims as part of our work to tackle racial disparity in the Criminal Justice System.

DFID’s Strategic Vision for Gender Equality underlines the need to focus on each stage of the lifecycle if we are to achieve our ambitions to leave no-one behind. This includes recognising the contribution of older women and considering them in efforts to empower women economically.
Better data and understanding of the situation of older women is essential for tackling the poverty and discrimination they face. DFID is investing in improving collection and use of disaggregated data (by sex, age and disability) to enable us to empower and include those who are too often invisible or face additional barriers to escaping poverty, such as older people. For example, we have led the way on the Inclusive Data Charter Action Plan and worked with others to improve the international development system on disaggregated and inclusive data.
The UK is also committed to shining a spotlight on the vulnerabilities of widows globally, including raising awareness of the discrimination and abuse often faced by older widows. At the Commission on the Status of Women in March, the UK helped secure the first ever United Nations-level recognition of the need to invest in adequate measures to protect and support widows.

Through the Growth and Economic Opportunities for Women programme the UK Government invested in research to better understand the care economy, and the interventions that will most help women to become economically empowered and productive. The Growth and Economic Opportunities for Women programme undertook 14 research projects in 50 countries and promoted the use of research by decision makers. DFID is commissioning further research in a new phase which will include a focus on women’s unpaid care work.
DFID’s leadership on improving collection and use of disaggregated sex and age data seeks to empower older women (among other groups) to escape poverty. Our Inclusive Data Charter Action Plan sets out the steps we will take to work across the international system to develop tools, methods, and guidance on inclusive data.
UKAid is supporting the expansion of social protection programmes to empower older people. For example, the UK has supported the Government of Uganda over the last 10 years to deliver a Senior Citizen Grant. The programme currently supports 168,340 older people each year.

i) From these totals 4,258 male prisoners were identified as having ever been the victim of domestic violence. This equates to 7% of male prisoners.
ii) From these totals, 22% of female prisoners were identified as having ever been the perpetrator of domestic violence. This is 597 female perpetrators.
Figures for the extent of Offender Assessment System coverage exclude “layer 1” assessments, which do not include questions on domestic violence. Previous figures quoted for 2017 in the Answer of 9 October to Question 174010 included these, so percentages for 2018 are increased accordingly.

I am aware of instances where EU citizens who were granted leave under the EU Settlement Scheme (EUSS) had their maiden names recorded on their digital status instead of their married names. Some EU countries, including France, issue passports that record a spouse’s family name alongside the person’s maiden name. The spouse’s name is not included in the passport’s Machine-Readable Zone, which means it is not automatically recorded and the passport does not indicate which name the applicant is using for all official purposes.
Home Office policy on names requires individuals to use one name for all official purposes. This is to prevent identity-enabled criminality, such as fraud, terrorism and sexual offences.
We are currently exploring options to enable applicants granted leave under the EUSS to be able to have their married name displayed on their digital status.
