To ask Her Majesty's Government what plans they have to ensure that HM Revenue and Customs provides rebates for freelance workers in the EU27 who may incur double deductions of social security as a result of the invalidity of A1 certificates in the event of a no-deal Brexit.
To ask Her Majesty's Government what plans they have to ensure that HM Revenue and Customs provides rebates for freelance workers in the EU27 who may incur double deductions of social security as a result of the invalidity of A1 certificates in the event of a no-deal Brexit.
If the UK leaves the EU with an agreement then there will be no changes to social security coordination during the implementation period ending on 31 December 2020.
The Government is working to protect UK workers in a no deal scenario by seeking an EU-wide approach or reciprocal bilateral arrangements with Member States to transitionally continue the current social security coordination rules in full until the end of December 2020. Where arrangements are put in place, individuals, employers and freelancers will continue to pay social security contributions in one country at a time.

To ask the Chancellor of the Exchequer, what steps the Government is taking to improve accessibility to the mortgage market for (a) self-employed people and (b) small business owners.
The Government is committed to maintaining an accessible mortgage market. The Financial Conduct Authority (FCA), which is responsible for regulating the market and protecting consumers, found in their Mortgage Market Study, published March 2019, that the market is working well and that consumers have access to mortgages that are suitable and affordable.
The FCA recognises that lenders should have flexibility to decide what type of evidence of income they can accept from customers, including those who are self-employed or have alternative sources of income.
Many lenders also offer custom mortgage products designed for contractors, the self-employed and small business owners. These commonly include features designed to account for income volatility, such as the ability to make capital repayments at any time, or income assessments using averaged figures to smooth out monthly variations.
Beyond the FCA’s regulations, decisions about the type and availability of mortgage products are commercial decisions for lenders, and the Government does not seek to intervene in these decisions.

To ask the Chancellor of the Exchequer, what plans he has to ensure (a) the continued validity of UK-issued A1 certificates or (b) that freelance workers are exempted from social security contributions for work undertaken in the EU27 in the event that the UK leaves the EU without a deal.
In the event that the UK leaves the EU without an agreement the current system of reciprocal social security coordination with the EU, EEA and Switzerland will end. A replacement for the A1/E101 form will be issued for new applications after Brexit. The Government is encouraging individuals or their employers to contact the relevant EU social security institution to check if they need to start paying social security contributions in that country, as well as in the UK.
The Government is calling on Member States to protect UK nationals by reaching reciprocal arrangements with the EU so individuals, including freelance workers, will only pay social security contributions in one country at a time.

We are currently evaluating the Shared Parental Leave and Pay scheme and are in the process of collecting data and information from a wide variety of sources. The evaluation will conclude later this year.

The Government is committed to supporting self-employed professionals and consultants. From April 2019, the UK will have increased its Personal Allowance by over 90% in less than a decade. The self-employed have also been given access to the full rate of the new State Pension, worth over £2,000 a year more to a self-employed individual than under the previous system.
Budget 2018 announced that the Government is extending the New Enterprise Allowance, to help people start a business; introducing a £10m pilot to support self-employed training; and equalising the treatment of all self-employed people with respect to the Universal Credit Minimum Income Floor.
