I understand that the rather low turnout for this quite unpopular experiment in policing has cost the taxpayer in excess of £5.3 million. Is that what the Government mean by “value for money”?

I am very surprised by an Opposition and a Labour party that have PCCs out there such as Vera Baird—[Interruption.] Is the hon. Gentleman decrying the work that Vera Baird does? That is interesting—we have a Labour party that decries its own PCCs.

We are thinking carefully about the two by-elections and about what methodology would help to increase turnout, but if Labour Members keep running them down, it is no surprise that police and crime commissioners in their own areas—and the shadow Minister told me that they were doing a fantastic job—[Interruption.] Members can try and shout me down, but, at the end of the day, they will not succeed.

The Government is committed to maximising electoral registration to help support the highest possible turnout in elections. This includes young people, who we know care deeply about many issues but don’t always express their views at the ballot box.
The introduction of online registration – which is now live in England, Wales and Scotland – brings voter registration into the 21st century and makes it easier, simpler and faster for people to register to vote.

The Government is committed to maximising electoral registration to help support the highest possible turnout in elections. The introduction of online registration on June 10 in England and Wales makes it easier and more convenient for all, including young people, to register to vote.
The Government has announced that all 363 local authorities and valuation joint boards in Great Britain and five national organisations, including UK Youth and the Scottish Youth Parliament, will be sharing £4.2 million aimed at ensuring every eligible person in the country is signed up to the electoral register and has their chance to vote.
Recent changes to legislation have included provisions to support the earlier dispatch of postal votes, clearer and more modern forms and information for voters and changes to provisions at close of poll, which all support greater participation.

Until 2007 the Commission delivered both its own programmes to increase voter turnout and engagement and funded a range of voluntary and other providers to deliver such work, with a particular focus on encouraging under-engaged groups to vote.
Since 2007 the Commission’s work has focused on increasing voter registration, providing information to help people vote and improving the regulation necessary to foster public confidence in political parties and their funding. Partly for this reason the Commission has not considered the contribution of ward level data to monitoring political engagement at general elections.
The shift in focus in 2007 was in line with the conclusions of the Committee on Standards in Public Life (CSPL)’s report into the Electoral Commission that year, which said that pursuing the aims of increasing voter turnout and democratic participation was not the most effective use of its limited resources. The Speaker’s Committee supported this change, and both the Government and Opposition at the time agreed with this shift. The Commission welcomes opportunities, such as those provided by the current review of the Political and Constitutional Reform (PCRC) Committee into voter engagement in the UK, to ensure that it continues to reflect Parliament’s view about its most appropriate role and focus for the future.

The Electoral Commission informs me that legislation specifies what data returning officers (ROs) must currently record and report to the Commission, and the list of required data does not include ward level electoral data for UK parliamentary general elections. The Commission's current view is that the likely benefits of it collecting this data are insufficient to justify the additional burden it would impose on ROs and their staff. The Commission will continue to collect electoral data at constituency level for UK parliamentary general elections.

UK Youth and Scottish Youth Parliament, who both received a share of the £4.2 million funding for maximising registration, are developing and testing approaches to promote engagement of young people with the democratic
process. The Government has made available for free the Rock Enrol! learning resource, and is working with the Higher Education sector to promote on-line registration during course enrolment for students. Over the summer the Electoral Commission will be running a nationwide media campaign which will make prominent reference to the new online registration page.
The Government has no plans to legislate to require Electoral Registration Officers and Returning Officers to incentivise electoral registration and voting, such as with discounted council tax or prize draws.
