I note what the Minister says about the Government's plans to bring forward proposals for a register of lobbyists, but I want to ask the Government whether they work to the Buddhist calendar. On 2 November, he stated that the Government would publish their proposals before the end of November. Can we take his announcement today any more seriously than that one, or should we take all Government announcements with a large pinch of seasonal salt?

The hon. Gentleman and his party ought to be a little careful on this subject. We are not going to take any lessons from them, because they did absolutely nothing about this for 13 years. As my right hon. Friend the Prime Minister said last week, when we bring forward our proposals early in the new year, we will have done more on this in 18 months than the Labour Government did in 13 years.

[holding answer 7 November 2011]: The Chancellor of the Exchequer, my right hon. Friend the Member for Tatton (Mr Osborne), and the Prime Minister, have been clear in their view that euro area countries need to accept the remorseless logic of monetary union that leads from a single currency to greater fiscal integration, to ensure that fiscal responsibility is hard-wired into the system.In their statement of 9 December, the euro area agreed that there should be tighter fiscal discipline as part of restoring market confidence, including tough new budgetary rules, more automatic sanctions, and stricter surveillance. The UK has made clear that, while it supports the euro area's intention to countries to come together to resolve their problems, we will only allow that to happen inside the European Union treaties if there are proper protections for the single market and for other key British interests.

The UK keeps its extradition relations with other countries under constant review. As the UK and Russia are both members of the Council of Europe, extradition between our two countries is governed by the 1957 Council of Europe Convention on Extradition. There are currently no plans to review this Convention.

If there are good projects that need European support and we can put together a joint bid and the resources to do that, of course we will do that. But let me make a broader point: disparity between the regions of this country grew over the past decade and ultimately, what we have got to do is to help the private sector across the regions to grow, as well.

I have discussed this in the past two weeks with senior members of the Commission, and I have encouraged them to introduce measures under the Single European Act. Yesterday, in Berlin, other Ministers and I talked to our German counterparts about joint action both to deepen the single market and to reduce the cost of regulations, especially for small and medium-sized businesses.

Of course we are considering that very carefully, and of course we will wish to prove to this House that we have thought through all the necessary steps, such that each and every voter is properly approached, initially through individual contacts or approaches to households. People will canvass door-to-door to ensure that those who have moved or not yet registered have the opportunity to do so. As we debated last time at Deputy Prime Minister's questions, the Electoral Commission had concerns about the opt-out system. That was its main concern, and I think we have provided satisfaction on it.

On Wednesday I am going to meet my Nordic and Baltic counterparts, and I have already had discussions with my Italian counterpart. It will be the Government's policy to seek bilateral arrangements with other European allies where it is appropriate and in the interests of both parties to collaborate.

We shall see the 17 members of the euro attempting to co-ordinate their budget policies better, and more mutual surveillance, with sanctions, for those who do not do what has been agreed. I have to say that the confusion, if there is any, is in Labour's policy, because it is now holding open the prospect of membership of the euro, which would be the ultimate fiscal and monetary integration.

Because we have asymmetrical devolution in the United Kingdom, the application of law, as agreed by this Parliament, is different in different parts of the United Kingdom. First, may I welcome the hon. Gentleman to his new position? We had a number of conversations on these constitutional matters during the progress of the two previous pieces of legislation, and I look forward to more such conversations. As he rightly says, this is a complicated matter—I sometimes have to stress that to colleagues in this House who think it is simple—which is exactly why we have said that the commission will consist of experts who understand how this place works and can balance those complexities while making sure that we end up with a solution that is fairer to England as well as to the other parts of the United Kingdom.

DEFRA has not considered removing cobras or other venomous snakes from the Schedule to the Dangerous Wild Animals Act 1976, which lists the species requiring a licence to be kept privately.

My right hon. and noble Friend Baroness Warsi attended the anniversary commemorations in Srebrenica this year, and she made clear, in her public speech on behalf of the British Government and in her private conversations with civic and political leaders of the different communities, the importance of community reconciliation and of making sure that atrocities such as that of Srebrenica are not forgotten but serve as a reminder to everybody from all traditions, in Bosnia and Herzegovina and in the wider Balkans, that the horrors of the past must be put behind us and that we need to work for reconciliation for the future.

On (a), nothing was spent on new furniture. In terms of (b) and (c), in May 2010, on the change of Government, it was apparent that Gwydyr House, a grade 2* listed building, was in need of a significant amount of work to make it structurally sound. A large office on the ground floor was unusable and most of the staff who had previously occupied the room had been temporarily evacuated to another building, as the room was occupied by acro props that were supporting a first floor office. The acro props had been installed following advice from a structural engineer that the condition of the building was unsafe, and work was subsequently carried out over the summer of 2010 to complete all the structural repairs, including the installation of steel beams to stabilise the floor that was at risk of collapse. Work also took place to address various health and safety and DDA compliance issues within Gwydyr House. Work was carried out after consultation with English Heritage, given the listed status of the building. The overall cost was £185,000. Some redecoration was necessary as a consequence of the structural and other remedial work but it is not possible to separate out those costs as the redecoration was an integral part of much wider projects.

The Department is fully committed to clinical and applied research into treatment and cures for cancer. The Department's National Institute for Health Research (NIHR) welcomes funding applications for research into any aspect of human health, including myeloma. These applications are subject to peer review and judged in open competition, with awards being made on the basis of the scientific quality of the proposals made. In all disease areas, the amount of NIHR funding depends on the volume and quality of scientific activity.The NIHR Clinical Research Network (CRN) is currently hosting 11 trials and other well-designed studies in myeloma that are in set-up or recruiting patients. Details can be found on the UK CRN portfolio database at:"http://public.ukcrn.org.uk/search"In partnership with Cancer Research UK, the NIHR funds 15 experimental cancer medicine centres (ECMCs) across England. In 2010-11, these centres reported participating in 20 myeloma studies.In 2010-11, the NIHR invested £18 million in the National Cancer Research Network and £5.7 million in ECMCs. Data for expenditure on myeloma research cannot be disaggregated from these figures.In addition, in 2010-11 the NIHR spent £0.9 million on research into myeloma through six of the NIHR biomedical research centres.

There is a national framework organised by the police for driver awareness courses, which enables motorists to attend courses near where they live. I strongly support a national framework, although it is for each police force to decide whether to participate. I welcome the choice of the vast majority of English and Welsh police forces to take part and would encourage the few forces that are not yet participating to follow this approach.

As the hon. Gentleman knows, the settlement for Wales was more generous than for many other parts of the United Kingdom. Over the comprehensive spending review, there were cuts of some 2% in the Barnettised money going to the Welsh Assembly Government. I urge him to talk to his friends in the Welsh Government, because many public sector jobs depend on the Welsh Government and the operations in Cardiff bay.

A forecast of public sector job losses was published last year by the Office for Budgetary Responsibility. That forecast was based on UK-wide macro-economic data and no regional breakdown is available. I remain committed to working with ministerial colleagues to minimise the impact that essential reductions in public expenditure have on Welsh workers and their families.

It is important that we do not lose confidence in CCTV as a beneficial influence, and thereby lose that valuable tool in the battle against crime and disorder. We must not undermine the real benefits of CCTV. That is why we want to have a measured and proportionate scheme to regulate CCTV better and ensure that appropriate standards are put in place, so that that confidence is maintained.
