As I said, I think that it is unhealthy if any political party is over-reliant on particular organisations, individuals or vested interests for their financial survival, and that is why I hope that all of us—given that all political parties have been affected by this in one way or another—can work together after the Committee on Standards in Public Life has produced its recommendations so that we can find a solution.

We are clear that annual growth in the EU budget must be curbed. EU external spending, about 6% of the total EU budget, can complement the UK's own efforts in promoting growth and stability, tackling poverty and preventing conflict. However, there remains scope for rationalisation in this area of the budget, including administration costs. In addition, the European External Action Service must fulfil its commitment to budget neutrality over time, and as such the Council and Commission budgets for external spending also need to contribute to efficiency savings.

Further to Question 13, we have been told for nearly a year that an announcement on the replacement for Building Schools for the Future is imminent, yet we are still waiting. We are now being told that there might be one before the summer recess. The fabric of some schools continues to crumble, and a few are now in a dangerous state. Will we hear an announcement in the next couple of weeks telling us exactly where we are going to be?

No, I am afraid. I would make two points. Over the comprehensive spending review period we will be spending more every year on school capital than the previous Government spent in every year of their first eight years. It is therefore simply wrong to say that there is no investment in school buildings, because it will be greater than it was in the first eight years under the previous Government. Also, more than 700 schools in the BSF programme are still having their renovation work carried out. Of course we would like to do more, but our capacity to do so is impeded by the bureaucratic mess that we were left by the last Government and by the fact that there simply was not any money left after their comprehensive mismanagement of the economy.

The renewables obligation, feed-in tariffs and warm home discount are classified as levy-funded spending programmes, in line with the Office of National Statistics' guidance, including their 2006 classification decision on the renewables obligation:"http://www.statistics.gov.uk/articles/economic_trends/ET635Gazely.pdf"There are a number of conventional spending programmes aimed at the energy sector that are funded from within DECC's budget. This includes support for the first carbon capture and storage project and for the offshore wind infrastructure fund. The renewable heat incentive is also conventional spending, funded from general taxation, and budgeted for through annually managed expenditure.Energy suppliers are subject to a range of regulatory instruments that are not currently classified as public expenditure. Examples include the carbon emissions reduction target, environmental permitting regulations implementing the large combustion plant directive and the regulations governing the introduction of smart meters.

I have set out on a number of occasions the different areas in which we spend. We have to spend in advance because there are long-lead items that need to be spent on in order to make sure we are able to take the decisions at the points we have set in initial gate, and main gate when we get to 2015.
